About this opportunity

The Office of the Comptroller of the Currency (OCC), a bureau within the U.S. Department of Treasury, has issued a Special Notice announcing its intent to award a sole source contract to Factiva, Inc. for a Dow Jones Factiva subscription service. The contract will be awarded using FAR Part 13 Simplified Acquisition Procedures and is structured as a base year plus four option years. The OCC intends to renew its existing subscription for this specialized news and information service that provides access to over 33,000 global news sources. The service offers unique features including customizable alerting capabilities, comprehensive media monitoring, and access to major publications such as the New York Times, Reuters, and Wall Street Journal. The contract falls under NAICS code 519290 for Web Search Portals and All Other Information Services.

The primary purpose of this Special Notice is to inform the vendor community of the OCC's sole source procurement intent while providing an opportunity for other potential contractors to demonstrate their capabilities. Interested parties have seven days from the June 27, 2025 posting date to submit information with pricing and technical documentation establishing their ability to meet the requirement. The OCC will evaluate responses solely to determine whether to conduct a competitive procurement instead of the planned sole source award. No solicitation document will be issued, and this notice does not constitute a request for competitive proposals. The determination to proceed with the sole source contract or transition to a competitive procurement remains at the OCC's discretion based on the responses received.
