About this opportunity

The 55th Civil Engineering Squadron at Offutt Air Force Base is procuring two double-wall horizontal storage tanks with a minimum capacity of 18,000 gallons each, along with a transfer system for storing potassium acetate used in airfield de-icing operations. The tanks must feature carbon steel exterior construction, stainless steel interior, corrosion-protected interstitial space, two 3-inch external fluid level sight gauges, and include additional equipment such as a gasoline transfer pump, 3-inch plumbing kit, manway access, and tandem axle mobility with fifth-wheel plate attachment. The solicitation requires a minimum one-year warranty and prohibits the use of galvanized, zinc, or brass components in the storage and plumbing system. Evaluation will be based on technical acceptability and pricing to determine the most advantageous offer to the government. Due to multiple amendments, quotes are now due by 11:00 AM CST on September 26, 2025, with offers required to remain valid through September 30, 2025.

This procurement is designated as a total small business set-aside under NAICS code 332420 (Storage Tanks), meaning only small businesses are eligible to compete. No incumbent contractors or current service providers are identified in the solicitation documents. While no specific contract value or budget range is disclosed, the government has noted that funds are not currently available and reserves the right to cancel the solicitation at any time. The contractor must deliver and install both 18,000-gallon capacity tanks at Offutt Air Force Base in Nebraska, specifically at 301 Peacekeeper Drive. Delivery is expected within 60 calendar days of contract award, with the government providing tank offloading and anchoring services while the contractor must provide one on-site training session.
