About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is soliciting 500-gallon water trailers for the Directorate of Training Sustainment (DOTS) at Fort Moore (formerly Fort Benning). The trailers must feature a 500-gallon oval straight barrel constructed from 10-gauge Type 304L stainless steel with specific chemical composition requirements, double-wall insulation, NSF/ANSI 61 certification for potable water use, and flanged heads for structural integrity. Additional specifications include tandem axles with 7,000-pound gross vehicle weight rating, hydraulic surge brakes, OD Green paint, four self-closing stainless steel faucets, and NATO electrical compatibility for military vehicle towing. The contract will be awarded to the lowest-price technically acceptable offeror, with vendors required to meet precise government specifications without substitution or private industry interpretation. Proposals are due by 3:00 PM EST on August 18, 2025, and must be submitted via email to the contracting office.

This procurement is set aside for Women-Owned Small Businesses (WOSB) under NAICS code 336212 (Truck Trailer Manufacturing) with a size standard of 1,000 employees, though the solicitation notice also indicates it as a Total Small Business set-aside. No incumbent contractors are identified, as this appears to be a new project with similar past purchases referenced but not detailed. The solicitation includes multiple line items for varying quantities of trailers (1, 3, and 3 units) with delivery timelines of 60, 90, 120, and 180 days after contract award, though specific award values are not disclosed in the available documentation. Performance will occur at Fort Moore, Georgia, with mandatory 100% inspection upon delivery and a one-year warranty requirement against material and workmanship defects. The trailers must be capable of highway movement at 80 km/h and cross-country operations at 48 km/h, meeting strict military-grade standards for field deployment.
