Notice text
I. INTRODUCTION/PURPOSE
The Mine Safety & Health Administration (MSHA) is issuing this Sources Sought Notice - Request for Information for information to improve its understanding of the market and identify qualified HUBZone vendors capable of providing services for a dormitory renovation construction project. This notice seeks HUBZone vendors only.
II. BACKGROUND
The mission of the Mine Safety and Health Administration (MSHA) is to protect the safety and health of the nation's miners. The National Mine Health and Safety Academy was constructed on 74 acres in the early 1970s with the intent to provide a self-contained training facility for the Agency and the mining industry. Mining professionals from across the United States and many foreign countries come to the Academy for health and safety training. The Academy complex, which opened in 1976, consists of 9 buildings, seven of which are inter-connected, making up 347,410 square feet and includes classrooms and laboratories accommodating 600 students, a residence hall of 174 lodging rooms, a cafeteria, a library, auditorium, and wellness facilities.
II. OBJECTIVE
The objective of this notice is to conduct a market survey to determine if there are HUBZone vendors capable of providing services to renovate 12 - 24 dorm rooms at the National Mine Academy located at 1301 Airport Road, Beaver, West Virginia. Twelve rooms will be guaranteed with an additional twelve rooms being optional, to be exercised at the discretion of the Government.
IV. SPECIFICATIONS:
The objective of this procurement is to obtain dormitory room renovations for rooms of varying sizes with the majority of the rooms being approximately 288 square feet. This requirement includes asbestos abatement, which will require removal of drywall for which the drywall joint compound has been identified to contain 2% asbestos. Other tasks include but are not limited to drywall replacement, removal/replacement of insulation, and installation of new shower units, cabinetry, vanities, bathroom tile, doors, and lighting. The contractor for this project shall provide all permits, licenses, labor, submittals, materials, equipment, supervision, and incidentals required to perform the tasks. Depending on the room configuration, this will require approximately 650-800 square feet of asbestos abatement per room. The Contractor will conform to all local, state, and federal environmental regulations concerning asbestos abatement including cleanup and hauling of all spoils offsite and make proper notifications to regulatory agencies. The Contractor shall conform to all safety, licensing, and bonding regulations for the Academy, County, State of WV, and Federal government. The period of performance shall begin upon date of award.
