About this opportunity

The Department of the Air Force Global Strike Command is procuring one TRANE 160-TON 460-Volt Ascend Chiller for installation at Barksdale Air Force Base through the 2d Contracting Squadron. This procurement is conducted as a combined synopsis and solicitation for commercial items under FAR Parts 12 and 13, specifically requesting quotes for a brand-name chiller that must meet detailed technical specifications. The solicitation is part of a broader Air Force initiative to standardize HVAC chiller manufacturers across 87 installations to reduce total cost of ownership, improve training efficiency, enhance cybersecurity, and streamline parts inventory management. Quotes will be evaluated using a two-factor approach, with price being the primary consideration followed by technical compliance assessment. The quote submission deadline is Thursday, August 21, 2025, at 3:00 PM CDT, and all quotes must be submitted electronically to the specified Contract Specialist and Contracting Officer.

This procurement is designated as a total set-aside for Woman-Owned Small Businesses under NAICS code 333415 (Air-Conditioning and Warm Air Heating Equipment Manufacturing) with a size standard of 1,250 employees. While no specific contract value is provided for this individual chiller purchase, the accompanying brand name justification indicates the Air Force's broader chiller standardization program has an estimated value of $437.5 million covering 1,654 chiller units from October 2024 through September 2029. The current standardization effort shows Trane holds 57.5% of the Air Force's chiller inventory, with Carrier holding 28.7%, and twelve bases already achieving at least 80% standardization. Performance will occur at Barksdale Air Force Base, Louisiana, with the chiller being delivered to the 2d Civil Engineer Squadron. The procurement supports the Air Force's strategic goal of avoiding $50 million in training costs while improving equipment reliability and reducing spare parts inventory across their installations.
