About this opportunity

The Department of the Navy Naval Sea Systems Command is seeking a sole source procurement for a door repair service at the Naval Surface Warfare Center Dahlgren Division (NSWCDD). Specifically, the contract involves replacing a non-functioning chamber door operator for an anechoic testing chamber manufactured by Braden Shielding Systems, LLC (formerly Panashield, Inc.). The solicitation is a Request for Quotation (RFQ) using Simplified Acquisition Procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. Offerors must be registered in the System for Award Management (SAM) and submit quotes by February 27, 2025, at 12:00 p.m. EST, with an anticipated award date of March 27, 2025. The procurement is not set-aside for small businesses and is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. The government estimates that selecting an alternate chamber manufacturer would cause significant delays of approximately 24 months and require 40 additional Direct Productive Person Hours for developing new procedures and configuration. The place of performance is Dahlgren, VA 22448, with the work focused on repairing an anechoic chamber used for Antenna and RCS testing. The contract will be awarded on a firm fixed-price basis, with the contractor required to provide all materials, hardware, and labor for the door operator replacement. The total period of performance is six months, with delivery expected within 12 weeks after contract award, and the work will involve escorted access to the facility by Braden Shielding Systems technicians.
