About this opportunity
Naval Sea Systems Command, on behalf of the Department of Navy Rapid Capability Office (DONRCO), is conducting a sources-sought market research to identify a Strategic Advisor and Operating Partner for mission-critical advisory and portfolio management services, with a response deadline of June 25, 2026. The contract is Firm-Fixed-Price with no set-aside and covers a base period of twelve months from award plus one optional twelve-month extension (24 months total if exercised).
NSWC Port Hueneme is the contracting office. Work spans three integrated workstreams: DONRCO 1.0 Portfolio Performance (capability assessments, performer diligence, MOE/MOP design, ROI analysis, and quarterly portfolio reviews), DONRCO 2.0 Mission Planning (platform architecture, standard operating procedures, capital coordination frameworks, and SECNAV-grade reporting), and Navy Office of Small Business Programs Strategic Deal Support (transaction architecture, contract structuring, vendor sourcing, and Strategic Deal Architecture Memoranda). All deliverables feed into monthly contract activity reporting.
Personnel performing classified work must hold active TS/SCI clearances, with classified tasks restricted to contractor facilities after Facility Clearance completion. Performance standards include 100% accuracy in monthly progress reporting (due within five business days of month-end), 90% first-submission acceptance rates for portfolio performance assessments (revisions within ten days), and mission planning deliverables fully aligned with SECNAV acquisition mandates with no more than one major revision required. Key Personnel identified in the contract require Contracting Officer approval for substitutions. Travel is reimbursable under Joint Travel Regulations within established CLIN ceilings, subject to advance government coordination.
NAICS 541690 (Other Scientific and Technical Consulting Services); PSC R499 (Support—Professional: Other).

Scope
The Naval Surface Warfare Center, Port Hueneme (NSWC PHD) provides test and evaluation, systems engineering, integrated logistics support, in-service engineering and integration of surface ship weapons, combat systems and warfare systems for the United States Navy.
Department of Navy Rapid Capability Office (DONRCO)’s mission is to bring together the people, tools, and processes to drive the rapid delivery of transformative solutions to the Department’s hardest operational problems. DONRCO serves as the single accountable organization spanning all naval warfare domains, responsible for the rapid assessment, execution, fielding, and transition of urgent solutions to ensure U.S. maritime supremacy.
DONRCO requires a Strategic Advisor and Operating Partner to accelerate this mission. This requirement directly supports the Secretary of War and Secretary of Navy's acquisition reform mandate, the Budget Execution-Year Technology Selection (BETS) portfolio model, and DONRCO’s imperative to convert capital into fielded capability at the speed of relevance — prioritizing timely capability over perfection. This non-personnel services contract will operate across three integrated workstreams: portfolio performance, strategic planning, and strategic deal support. This support will deliver performance assessment against the BETS thesis, Platform Architecture and Standard Operating Procedure, Capital Coordination and Stakeholder Engagement Framework, SECNAV-grade ROI and Performance Metrics Reporting, and Strategic Deal Architecture Memoranda.
