About this opportunity
The Department of Veterans Affairs (VA) is seeking Donor-Derived Cell-Free DNA Tests for Post-Transplantation Monitoring across kidney, liver, heart, and lung transplant scenarios. This Request for Information (RFI) aims to identify vendors capable of providing a non-invasive test panel that can assess the probability of allograft rejection before significant organ function loss. The VA requires solutions that can seamlessly integrate into its information technology infrastructure, including the VA Enterprise Cloud, while meeting cybersecurity guidelines and 508 compliance measures. Interested vendors must submit comprehensive responses by June 20, 2025, at 4:30 PM EST, with submissions limited to 15 pages. Evaluation will likely focus on vendors' ability to provide clinically actionable data, support early intervention, reduce invasive biopsies, and offer longitudinal tracking of transplant organ health.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity. The VA anticipates a potential contract period spanning from October 2025 to September 2030, targeting 16 VA Transplant Centers across the United States. While specific award values are not explicitly stated, the comprehensive nature of the requirement suggests a significant potential contract value for the selected vendor(s). The solicitation (36C10G25Q0529) is currently in a pre-solicitation stage, with a focus on market research and identifying potential vendors for this critical healthcare technology. Vendors will need to demonstrate capabilities in developing a Multimodality Transplant Test Panel and Surveillance System, with expertise in donor-derived cell-free DNA (dd-cfDNA) or gene expression profiling (GEP) technologies.
Notice text
The purpose of this RFI is solely for market research and to gather input for use in further defining the requirement only, and identify alternative solutions, and to identify interested and potentially capable vendors to fulfill requirements for the acquisition of transplant test kits for use across the Veterans Health Administration (VHA). Vendors proposal solution shall easily integrate into the VA information technology (IT) infrastructure; network, and to the VA Enterprise Cloud (VAEC).
Requirement for integrating the Donor-Derived Cell-Free DNA Tests for Post-Transplantation Monitoring of Kidney, Liver, Heart, and Lung Transplants kits (a.k.a. Multimodality Transplant Test Panel and Surveillance System) shall be consistent with existing interface capabilities, cybersecurity guidelines on "Authorizations to Connect and to Operate", and 508 compliance measures.
Please direct all of your questions to kevin.pendleton@va.gov.
