About this opportunity
The U.S. Department of State, Bureau of Diplomatic Security (DS) is conducting market research through a Sources Sought Notice to identify small business vendors capable of providing domestic guard services and security patrol operations. This pre-solicitation notice, issued by the Office of Global Acquisition, is classified under NAICS Code 561612 (Security Guards and Patrol Services) and PSC Code R430 (Support- Professional: Physical Security and Badging). The primary objective of this market research is to determine optimal procurement methods and develop acquisition strategies by identifying qualified small business sources, including GSA Schedule vendors, 8(a) business development participants, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone concerns, disadvantaged businesses, and women-owned small businesses. Interested firms must submit qualifications statements demonstrating their ability to perform security guard and patrol services under the specified NAICS code. The notice was posted on November 18, 2025, with a response deadline of December 5, 2025; however, this is not a binding solicitation and no contract will be awarded from this announcement, as it is purely for capability assessment and market research purposes.
This opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities meeting applicable size standards. The pre-solicitation notice does not identify any incumbent contractors or current service providers, nor does it disclose specific award values, budget ranges, or quantified service requirements such as the number of guards needed or the geographic scope of operations. The Department of State assumes no financial responsibility for costs incurred by respondents submitting information to this market survey, and firms are explicitly instructed not to include proprietary, classified, confidential, or sensitive information in their responses. The notice indicates that DS's mission centers on protecting people, information, and property while supporting foreign policy objectives in secure environments, suggesting the security services are intended to support diplomatic operations and facility protection. As this is solely a market research initiative rather than an actual solicitation, respondents should understand that submitting capabilities information does not constitute a binding commitment or guarantee of future contract opportunities.
