The Federal Aviation Administration is conducting an Industry Day for market research on Domestic Datalink Services (DDLS) FY2027 on December 8–10, 2026, with vendor capability statement registration closing November 10, 2026, at 2:00 PM EST. The DDLS program will replace the current Data Communication Integrated Services (DCIS) contract upon its expiration on September 30, 2029, and involves routing and delivery of Controller Pilot Data Link Communication (CPDLC) messages across 20 Continental U.S. Air Route Traffic Control Centers and 65 airports. The FAA is considering establishing one or multiple 10-year performance-based contracts and is evaluating Firm Fixed Price (FFP) or Firm Fixed Price with Economic Price Adjustments (FFP-EPA) contract structures, while remaining open to alternative contract types. The program supports the EnRoute Automation Modernization System (ERAM) and Tower Datalink System (TDLS).
Work is performed nationwide across Continental U.S. Air Route Traffic Control Centers and 65 domestic airports. The Industry Day is held at FAA Headquarters, 99 New York Ave, NE, Washington, DC 20226, with both in-person (limited to 120) and virtual participation (up to 500 virtual participants) available. Vendors may present a 10-minute capability overview followed by 30 minutes of questions and answers. Participation is limited to four representatives per vendor. The FAA will post all relevant questions and answers publicly after the event. All costs associated with attendance, travel, and preparation are the vendor's responsibility with no government reimbursement provided. Vendors must register through Pearl Winston, Contracting Officer, at Pearl.A.Winston@FAA.gov and 9-AJO-AJM-DDLS@faa.gov with a capability statement demonstrating experience with similar federal and FAA programs, current SAM.gov registration, and relevant partnerships or subcontracting arrangements.
