About this opportunity

The Department of Labor's Bureau of Labor Statistics is seeking a contractor to perform Electronic Data Collection (EDI) Center Operations through a hybrid firm-fixed-price and labor-hour contract. The selected contractor will collect and process confidential employment, hour, and wage data from large multi-establishment employers for two major BLS programs: Current Employment Statistics (CES) and Quarterly Census of Employment and Wages (QCEW). Key requirements include processing approximately 500,000 CES records monthly from 100 firms and 800,000 QCEW records quarterly from 270 firms, with strict processing deadlines and quality standards that require about 95% of incoming records to be automatically processed. The evaluation will be based on four factors: Technical Capability (most important), Past Performance, Price, and Small Business Subcontracting Plan. Proposals are due October 21, 2025, at 2:00 PM EST, following two solicitation amendments that extended the original deadline.

This opportunity has no set-aside designation and is open to all qualified contractors, with TelaForce, LLC identified as the current incumbent. The contract includes a base period of 12 months beginning March 9, 2026, followed by four 12-month option periods, extending through March 8, 2031. Large business contractors must meet specific small business subcontracting goals including 60% Small Business, 11% Small Disadvantaged Business, 7% Women-Owned Small Business, 3% HUBZone Small Business, and 5% each for Veteran-Owned and Service-Disabled Veteran-Owned Small Businesses. The contractor will provide staffing including EDI Analysts and Computer Programmers, with estimated labor hours of 25,760 for EDI Analyst 1 and 16,560 for EDI Analyst 2 positions. Primary performance will occur at the EDI Center in Chicago, Illinois, with 31 contractor workstations available, though some positions may be eligible for limited telework within the Continental United States.
