The survey encompasses approximately 12,000 samples across sixteen geographic regions spanning the continental United States, Alaska, Hawaii, American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands. Communities range from 20 samples (American Samoa) to 1,794 samples (Colorado/Utah/Wyoming region), with largest individual community samples including Salt Lake City (64), Livingston, Montana (76), and Oakhurst, California (84). Place of performance is contractor facilities; physical visits to rental units are not required. Work may be performed through internet research, telephone interviews with property managers, realtors, landlords, tenants, and utility providers.
Contractors must collect private rental market data on houses (by bedroom count), apartments, mobile homes, and trailer pads using government survey forms (OS-2000 for residential; OS-2001 for trailer pads). Data collection includes rental rates, property characteristics, landlord-provided utilities and services, appliances, and medical and dental service availability in each community. All collected data must meet iQMIS (Internet Quarters Management Information System) specifications across 58 defined data fields. The contractor is paid only for comparables actually found and submitted meeting contract requirements. Deliverables must be submitted electronically; the government retains all work products.

Contractor personnel requiring facility or system access must complete background investigations and obtain government-issued identification cards. The contracting officer is Christopher Morningstar; inquiries should be directed to Matthew Heller at 703-964-4845.
