About this file

This is a Request for Proposal (RFP) issued by the Department of the Interior's Interior Business Center for regional rental market surveys to support the Internet Quarters Management Information System (iQMIS). The solicitation, issued August 20, 2021, seeks a contractor to collect private rental market data from 150 to 200 communities annually across 3 to 5 survey regions covering the United States and its territories. The contract is a firm fixed price agreement with a base period of one year and four optional one-year extension periods, for a potential total contract duration of five years through September 30, 2026. Specific pricing tables are referenced in Attachment G but not fully detailed in this excerpt. The contract uses Federal Acquisition Regulation (FAR) Part 12 commercial item procedures.

The contractor will collect approximately 3,100 to 4,400 rental market comparables annually, including data on houses, apartments, mobile homes, and trailer spaces; verify medical and dental service availability in each community; and gather utility pricing information for electricity, water/sewer, natural gas, propane, fuel oil, and trash removal. Data collection methods may include internet research, telephone interviews with property managers, realtors, landlords, tenants, and utility providers. The contractor will be paid only for comparables actually found and submitted meeting contract requirements. Work may be performed at the contractor's facilities; physical visits to rental units are not required. Deliverables must be submitted electronically. The government retains all work products and documentation as property of the federal government. The contract includes extensive standard FAR clauses, Department of Interior-specific clauses addressing security requirements, personnel credentialing, confidentiality, conflict of interest, IT security compliance, and Section 508 accessibility standards. Contractor personnel requiring facility or system access must complete background investigations and obtain government-issued identification cards.

Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

6. The following guidelines apply concerning your use of the past performance evaluation:

b) Is placed in a position to affect Government actions under circumstances in which there is danger that the company’s judgment may be biased; or

c) Otherwise finds that a conflict exists between the performance of work or devices for Government in an impartial manner and the company’s self-interest.

d) If the Contractor has reason to believe that a task assigned by the Contracting Officer or a task being performed by the Contractor violates this policy, the Contractor shall promptly notify the Contracting Officer and state the reasons why a conflict of interest exists, or may appear to exist. After receiving such notice, the Contracting Officer shall promptly inform the Contractor whether it should begin, or continue, the assigned task.

g) At the end of the Contract performance or when a CONTRACTOR employee is no longer working under the Contract, the CONTRACTOR will ensure that all identification cards are returned to the COR. Failure on the part of the Contractor may result in the Contractor 's liability for all costs associated with correcting the resultant breach in building security.

h) Before starting work under the Contract, a National Agency Check (NAC), or higher level if appropriate, will be conducted to verify the identity of the individual applying for clearance.

Upon successful completion of the NAC process, an identification card will be issued, and access granted.

i) Simultaneously, a NAC with Inquiries (NACI), or higher level if appropriate, will be initiated to determine the individual’s suitability for the position. If the NACI adjudication is favorable, nothing more needs to be done. If the adjudication is unfavorable, the credentials will be revoked. (End of Custom Clause #8)

C.4 CONTRACTING OFFICER/CONTRACTING OFFICER’S REPRESENTATIVE

(COR)

All contractual questions and concerns will be directed to the Government Contracting Officer.

The Government Contracting Officer is the only individual with the authority to financially obligate the government and to make changes to original terms and conditions of this contract.

The Contractor is responsible for notifying the contracting officer of any potential issues or concerns – technical, scope or financial, concerning this contract.

The Contracting Officer is the exclusive agent of the Government with authority to enter into and administer contracts. The Contracting Officer must therefore ensure that all requirements of law and regulation are followed. As the Contracting Officer's Representative, the COR is authorized to act in the stead of the Contracting Officer to monitor the technical effort being performed under this contract. The COR must become very familiar with the requirements of this contract and communicate with the Contractor to ensure the Contractor is making satisfactory progress in performance of this contract. Other than the Contracting Officer, the COR is the only Government employee who may direct the flow of matters between the Government and the Contractor. Additionally, the COR is limited to directing the flow of technical matters, and no other matters.

A contract is a legally enforceable agreement that sets forth the rights and responsibilities of the parties thereto. If the Contractor deviates from the terms of this contract, it is a matter between the Government (represented by the Contracting Officer) and the Contractor. The COR must therefore keep the Contracting Officer fully informed so that effective solutions can be applied to problems as they develop. The COR will be required to exercise his/her best judgment to determine what matters deserve the attention of the Contracting Officer. When in doubt, report the matter to the Contracting Officer.

COR suggestions to the Contractor about what must be done to fulfill the terms of this contract may lead to unauthorized commitments by the Government for additional compensation or to a release of the Contractor from its obligations under this contract. The COR must therefore refrain from communicating with the Contractor about matters that are outside the flow of technical matters. If in doubt, ask the Contracting Officer. While the COR can and must make technical decisions, the COR may not take any contractual administration actions unless they are clearly authorized by a COR appointment.

(End of Clause)

In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.

b. Specifically, any new IP product or system developed, acquired, or produced must:

1. Interoperate with both IPv6 and IPv4 systems and products, and

2. Have available Contractor/vendor IPv6 technical support for development and implementation and fielded product management.

c. As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost of the Government. The Contractor shall retrofit all non-IPv6 capable equipment, as defined above, that is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government.

d. The Contractor shall provide technical support for both IPv4 and IPv6.
