About this opportunity

The Department of the Interior, Interior Business Center, Acquisition Services Directorate, on behalf of the Office of the Chief Information Officer, seeks to establish multiple IDIQ contracts for an enterprise-wide Cisco contractual vehicle supporting network, security, software licensing, SmartNet, hardware, installation, lifecycle management, and reporting requirements across DOI bureaus and offices, with proposals due August 3, 2026 (extended from July 31) and questions due July 15. The procurement is a total small business set-aside, restricted to small business offerors with Cisco Preferred Partner designations (Networking, Security, and Services).

The solicitation comprises two functional areas: FA1 Software Licensing and Support Services, for which one award is anticipated on a best-value tradeoff basis; and FA2 Cisco Hardware and Installation Services, for which up to nine awards are anticipated, including two reserved for Indian Small Business Economic Enterprises if eligible proposals are received. Performance encompasses approximately 2,400 DOI locations in CONUS and OCONUS regions. The base period runs from September 30, 2026 through September 29, 2031, with a five-year option period from September 30, 2031 through September 29, 2036. FA1 has an estimated value of $149 million; FA2 has an estimated value of $335 million. Awards are Firm Fixed Price. The product/service code is 7G21; NAICS code 541519 applies. The guaranteed minimum purchase is $1,000 for the entire period of performance.

Offerors must hold current Cisco Preferred Partner designations and demonstrate experience supporting large federal enterprise environments. Evaluation uses a best-value tradeoff approach with non-price factors significantly more important than price. Amendment 3 extended the proposal deadline to August 3, 2026; Amendments 1 and 2 modified pricing schedules, proposal instructions, and evaluation criteria. Contracting Officer is Joseph Fusari. Optional Phase I advisory responses are due July 10.
