SECTION 1 TERMS AND CONDITIONS
This Day-One Task Order Request and any resulting task order incorporate RFO 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, including any applicable addenda. The resulting task order will also incorporate all applicable terms and conditions of the awardee’s DOI Cisco Enterprise IDIQ contract. In the event of a conflict between this task order and the underlying IDIQ contract, the IDIQ contract shall control unless the IDIQ expressly permits the task order to supplement the requirement.
Any vendor terms, End User License Agreements, online terms, click-through terms, ordering documents, or similar instruments shall not bind the Government to the extent they conflict with federal law, the FAR, DOI regulations, the underlying IDIQ contract, or this task order.
The order will also incorporate all terms and conditions contained in the vendor’s Enterprise Cisco Indefinite Delivery/ Indefinite Quantity (IDIQ) Contract.

SECTION 2 STATEMENT OF WORK
Introduction This requirement furnishes wireless (Wi-Fi) network solutioning to modernize and unify system management infrastructures at approximately 417 locations throughout the continental United States (CONUS) and outside the continental United States (OCONUS) for the National Parks Service (NPS). Currently many NPS sites are using equipment that is nearing end of its planned lifecycle, are in varying states of support, and lack integration with central management platforms. As a result, NPS is seeking to replace this equipment with modernized, centrally managed Wi-Fi equipment.
Key Objectives DOI NPS’s key objectives for this requirement are:
• Fulfillment of the purchase order for Wi-Fi access points, and applicable supporting sub-components
• Supporting integration with DOI’s existing Cisco’s Meraki FEDRAMP Moderate environment
• Developing an integrated partnership with the contractor for coordinated installations at the defined NPS sites
• Maximize the use of contracted installation services to deploy hardware at defined NPS sites
Period of Performance The Period of Performance is as follows: 09/30/2026 - 09/29/2027
Scope The NPS requires the equipment as defined in Appendix B – Access Point Equipment Requirements to be furnished by the contractor, delivered to the locations as defined in Appendix A – Remote Sites, and installed at those locations by contractor personnel. Therefore, the scope of this requirement falls under two broad areas: Cisco Hardware & Installation Services.
This FA2 task order includes hardware procurement, delivery, site logistics, installation, cabling required for installation, mounting, initial configuration using DOI-provided configuration information, validation, documentation, and operational handoff. This task order does not include broader enterprise software licensing or SmartNet/EA requirements except to the extent expressly identified in Appendix B or necessary to support the hardware being procured and installed.
Requirements:
Cisco Hardware The contractor shall provide fulfillment of the purchase order for Wi-Fi access points and related supporting components, ensuring that all equipment is delivered to the specified NPS locations as outlined in Appendix A.
In addition to order fulfillment, contractor’s responsibilities include:
a. Coordination of delivery so that hardware arrives just-in-time, aligning with scheduled installation activities at each site
b. Providing reporting on delivery schedule information to include tracking order status, shipment timelines & equipment serial numbers by location.
c. The Contractor shall track all equipment by site, model, part number, serial number, MAC address, shipment tracking number, delivery date, receiving party, and installation status. The Contractor shall notify the COR of missing, damaged, delayed, or incorrect equipment within one business day of discovery.
d. Risk of loss shall remain with the Contractor until delivery and acceptance at the location specified in the task order, unless otherwise stated in the IDIQ or delivery order.
These actions collectively support seamless deployment and integration of equipment and services at the defined locations.
Installation Services The contractor shall provide installation services for the Wi-Fi access points at the specified NPS locations as outlined in Appendix A.
Installation services include:
a. Inventory of equipment and validation of applicable models and quantities against delivery order or bill of materials (BOM) prior to beginning implementation at a site
b. Visual inspection of boxes for any damage and notification to contractor program manager to address
c. Unboxing of equipment and inspection for visible physical damage and notification to contractor program manager to address
d. Photographing of equipment, to include visible serial number and mac address, to be provided to DOI within 48 hours of install completion
e. Documentation of AP install location on DOI provided floor plans, to be provided to DOI within 48 hours of install completion.
f. As applicable verify site specific asset tag and device naming before installation
g. Removal of the existing Wi-Fi equipment
h. Installation and cabling of the newly procured Wi-Fi access points per DOI provided run books, diagrams, and/or site assessments. This includes installation of mounting brackets as applicable where existing mounting brackets are not of the appropriate type and/or are unusable.
i. Execution of power on self-test of the equipment
j. Application of an initial base configuration that is provided by DOI
k. Operational transition with DOI Network Operations personnel once initial configuration, functional validation, and verification of Wi-Fi service operation checks have been completed during a pre-coordinated window.
a. An acceptance test plan will be defined & mutually agreed upon post-award i.
ii. At a minimum, successful installation requires: confirmation that the correct equipment was installed at the correct site/location; equipment powers on successfully; the DOI-provided base configuration has been applied where applicable; Wi-Fi service operation checks have been completed; equipment serial number and MAC address have been documented; installation location has been marked on DOI-provided floor plans; removed equipment has been handled in accordance with Government direction; and the local site POC or COR has confirmed task completion. The Contractor shall submit a proposed detailed acceptance test plan within 10 business days after award for COR review and approval.
l. Logistical coordination with local site points of contact (POC) to coordinate equipment install of newly procured Wi-Fi access points.
m. Removal of debris, extra accessories, and boxing that equipment arrived in

a. Removed equipment remains Government property unless the task order expressly states otherwise. The Contractor shall stage, package, label, or transfer removed equipment as directed by the local site POC or COR. The Contractor shall not dispose of Government equipment unless expressly authorized in writing.
o. Task completion verification as confirmed by local site POC.
These activities ensure that each location receives reliable wireless connectivity and that equipment is integrated seamlessly into DOIs infrastructure.
The Contractor shall complete installation in accordance with DOI-provided run books, diagrams, site assessments, and installation instructions. If DOI-provided information is incomplete, inaccurate, or unavailable, the Contractor shall promptly notify the COR and identify any schedule, cost, or performance impact before proceeding.
Constraints
a. All furnished equipment shall be new. Refurbished and/or used equipment will not be accepted.
b. Equipment deliveries must be completed at least five business days prior to scheduled installation. Due to the remote locality of some sites, it is essential that scheduling of equipment shipping is planned well in advance to account for site specific shipping requirements
c. Equipment installs must be coordinated with DOI at least 15 business days prior to execution.
a. As NPS provides critical coordination of public safety at Dispatch Center locations, it is essential that prior coordination occur for all potential disruptions to system operations with on-site personnel. The goal is to minimize risk to life and safety of personnel supported by the network equipment at a given site. In the event an incident necessitates a delay in the schedule, the contractor must re-coordinate with DOI for a new install date. This could include last-minute install or travel cancellations.
d. Cancellation of a confirmed installation requires at least 48 hours notice prior.
e. All equipment needed to support installation (e.g. ladders, lifts, etc.) must be coordinated with DOI at least 15 business days prior to execution.
f. When on-site at any government facility, it is expected that contractor personnel will comply with all federal regulations and policies, any regionally specific regulations, policies, etc. This may or not include required escort of non-DOI HSPD12 credentialed personnel for the duration of the time onsite.
g. The Contractor shall coordinate all site visits with DOI at least 15 business days before the planned installation date. Coordination shall include site POC confirmation, shipment status, required escorts, safety requirements, access restrictions, equipment staging, required tools/lifts, and planned outage or disruption window.
Assumptions
a. Site power and grounding meets hardware manufacturer requirements
b. The Contractor shall include all required replacement mounting brackets and incidental mounting materials in its firm-fixed price unless expressly excluded in the quote and accepted by the Government.
c. Existing cabling and cable management are assumed reusable unless identified otherwise during site coordination. The Contractor shall notify the COR if existing cabling or cable management is not reusable and shall not perform out-of-scope cabling work without Contracting Officer authorization.
d. Space for replacement equipment will be identified by the site in advance and have clear pathway to install a minimum of the day prior to install.
e. Cutover and deinstallation of old equipment will happen in the same installation cutover window
f. Contractor shall have console connection ability to the newly installed equipment and be able to perform basic network configurations tasks such as configuring an IP address (provided by the customer) on an interface specified or requested by the site, either during the planning/scheduling phase or during the cut-over window.
g. Sites will provide dumpster access to dispose of debris, or contractor will leave all debris in the location for the facility as defined by the local site POC.
h. New equipment boxing will be reusable to place old equipment into for disposal.
i. All travel expenses for installation will be firm-fixed-price, with price build-up utilizing restrictions from the Federal Travel Regulations.
Reporting Deliverables In addition, to deliverables associated with order fulfillment, the Contractor shall provide reporting to ensure transparency of equipment deliveries, installation schedules, and project effort status. Standard templates will be defined and mutually agreed upon within the first 90 days following award.

SECTION 3 SOLICITATION PROVISIONS
In accordance with Block 27a of the SF 1449, this solicitation incorporates by reference FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services (addenda attached).
Award of this Day-One FA2 task order is contingent upon the vendor receiving an FA2 IDIQ award. The Government will not award this task order to an entity that does not receive an FA2 IDIQ award.

3.3 RFO 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL PRODUCTS
AND COMMERCIAL SERVICES (ADDENDUM)
The following quote instruction are in addition to the instructions in FAR 52.212-1:
QUESTION AND QUOTATION DUE DATES & TIMES
QUESTIONS DUE DATE: Questions must be submitted in accordance with the instructions for 140D0426R0063 Section L.
The Acquisition Services Directorate will answer questions via an Amendment to the Solicitation. The Government reserves the right to transmit those questions and answers of common interest to all prospective offerors. The contractor or source of the question will not be referenced when responding to vendor questions.
QUOTE DUE DATE: The due date for receipt of proposals for this Task Order Request For Quote (RFQ) shall be in accordance with the Phase II instructions in 140D0426R0063 Section L.
Quotes shall include manufacturer’s part numbers and pricing.
METHOD OF QUOTATION DELIVERY: Quotations shall be submitted in accordance with the instructions in 140D0426R0063 Section L. Ensure that the quote is clearly marked as FA2 Day-One Task Order Quote submission. Please note it is the quoter’s responsibility to ensure/verify that the Government receives their submission on or before the date and time specified. If the quote is not received by the Government on or before the date and time specified, the quoter’s submission may be removed from further consideration for award.
The following information must be submitted in order to be considered for award:
1. Technical Quote: Detailed description of how the offeror will meet all requirements in Section 2 and the referenced Appendices. Technical Quote is not to exceed 20 pages.
a. The Technical Quote shall describe the Quoter’s approach to hardware procurement, delivery coordination, site readiness, installation sequencing, staffing, subcontractor management, OCONUS/remote-site logistics, configuration, validation, documentation, equipment removal, Government property handling, quality control, safety, and risk management.
2. Price Quote: The price quote shall include all details needed to conduct a thorough price analysis. This includes Labor Categories, Labor Rates, Amount of Hours, proposed Travel costs on a fixed-price basis, unit price for all items quoted, the extended total, and the total order amount. Vendor must review all items and specifications included in this solicitation.
a. The Price Quote shall include sufficient detail to evaluate the proposed firm-fixed price, including hardware, supporting components, mounting materials, incidental materials, installation labor, project management, travel, shipping/freight, OCONUS costs if applicable, disposal or staging costs if applicable, and any assumptions, exclusions, or dependencies.
3. Specifications/Descriptions of all items including all warranties being submitted (contractor’s format), broken down by line item.
Quoters are cautioned that if the Government deems the terms and conditions to be unacceptable, the quote may be found ineligible for task order award.
A proposal may be rejected without further consideration for failure to submit any of the information requested in this RFP.
All quoters are required to be registered in the Systems for Award Management (SAM) website as of the date the quote is submitted, which can be accessed at https://www.sam.gov. The registration must be in active status.
3.4 RFO 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible
Quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
a. Technical approach
b. Price
The Government will evaluate responsive quotes on a Trade-Off Basis. Technical approach is significantly more important than price.
Factor 1 - Technical Approach The Government will evaluate the extent to which the Quoter demonstrates a sound, feasible, and low-risk approach to meeting the FA2 Day-One task order requirements in Section 2 and the referenced appendices.
The evaluation will consider the Quoter’s approach to hardware procurement, delivery coordination, site readiness, installation sequencing, staffing, subcontractor management, OCONUS and remote-site logistics, configuration, validation, documentation, equipment removal, Government property handling, quality control, safety, and risk management.
The Government will evaluate whether the approach demonstrates a clear understanding of the required hardware fulfillment, site coordination, installation, cabling, configuration, operational validation, documentation, and handoff activities. The Government will also evaluate whether the Quoter’s proposed staffing, deployment methodology, reporting process, and risk controls are sufficient to support performance across the required NPS locations within the required period of performance.
The Government may assign higher ratings to quotes that provide a specific, credible, and well-supported approach that reduces performance risk, addresses site and logistics constraints, provides clear controls for delivery and installation, and demonstrates an effective process for completing validation, documentation, equipment removal, Government property handling, and operational handoff.
The Government may assign lower ratings to quotes that are generic, lack sufficient detail, rely on unsupported assumptions, fail to address required site logistics or staffing, do not clearly explain configuration, validation, documentation, or handoff procedures, or otherwise increase the risk of unsuccessful performance.
Factor 2 - Price Price will not be adjectivally rated. The Government will evaluate the proposed task order price for completeness, reasonableness, balance, and consistency with the technical quote.
The evaluation may consider hardware pricing, proposed discounts, labor categories, labor rates, labor hours, travel, shipping, materials, installation costs, OCONUS costs, optional period pricing, assumptions, exclusions, and dependencies.
The Government may reject a quote if prices are incomplete, materially unbalanced, inconsistent with the technical approach, or otherwise not determined fair and reasonable.
The Government may also consider whether the proposed price creates performance risk.
The price analysis of total FA2 Day-One price will include:
1. Evaluated FA2 IDIQ pricing, including proposed discount bands, catalog pricing methodology, labor rates, and material pricing methods;
2. Any other evaluated IDIQ pricing elements identified in the solicitation or pricing template.
The Government may reject a proposal if prices are incomplete, materially unbalanced, inconsistent with the technical approach, or otherwise not fair and reasonable.
The Government may perform price realism analysis if determined necessary to assess whether an Offeror’s proposed price creates performance risk.

PROVISIONS
3.5 DIAR 1452.215-71 USE AND DISCLOSURE OF PROPOSAL INFORMATION-
DEPARTMENT OF THE INTERIOR (APR 1984)
(a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C.
552), the following terms shall have the meaning set forth below:
(1) “Trade Secret” means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.
(2) “Confidential commercial or financial information” means any business information (other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers “commercial and financial information obtained from a person and privileged or confidential,” and exemption (9), which covers “geological and geophysical information, including maps, concerning wells.”
(b) If the vendor, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:
“The information specifically identified on pages ______ of this proposal constitutes trade secrets or confidential commercial and financial information which the vendor believes to be exempt from disclosure under the Freedom of Information Act. The vendor requests that this information not be disclosed to the public, except as may be required by law. The vendor also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the vendor as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”
(c) The vendor shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:
“This page contains trade secrets or confidential commercial and financial information which the vendor believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal.”
(d) Information in a proposal identified by an vendor as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the vendor as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.
(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the vendor's view that the information constitutes trade secrets or confidential commercial or financial information. The vendor will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the vendor to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the vendor will be notified of this determination prior to disclosure of the information.
(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the vendor concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government.
However, failure of an vendor to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the vendor had intended to mark, but that markings were omitted from the vendor's proposal due to clerical error.

3.6 REPORTING MATTERS INVOLVING FRAUD, MISMANAGEMENT, WASTE
AND ABUSE
Anyone who becomes aware of the existence or apparent existence of fraud, waste and abuse in DOI funded programs is encouraged to report such matters to the DOI Inspector General’s Office in writing or on the Inspector General’s Hotline.
