About this opportunity

DISA issued a Special Notice on November 4, 2026, announcing a sole-source, 8(a)-set-aside bridge contract for DoDNet Program Management Office (PMO) Support, with responses due November 19, 2026. The bridge would run from December 16, 2026 through December 15, 2027 to prevent an unacceptable break in critical services while the follow-on competitive DoDNet PMO Support acquisition is finalized and awarded.

The contractor serves as primary integrator for transitioning Defense Agencies and Field Activities (DAFAs) onto the Single Service Provider (SSP) shared network environment, under DISA authority granted by the August 15, 2019 Deputy Secretary of Defense memo "Fourth Estate Network Optimization Execution Guidance." Duties include facilitating requirements documents for the Program Review Board (PRB) and providing services to the Engineering Review Board (ERB) and Operational Review Board (ORB) to ensure projects fit the DoDNet portfolio. Work falls within the DoDNet Systems Engineering Framework (DSEF), which Solvtek built and facilitated during the current contract period of performance. Knowledge transfer of DSEF to the Government is anticipated for FY27 and is linked to J6/DoDNet workforce expansion. The notice is coded NAICS 541611 and PSC R408.

Notice text

This effort is in support of the Department of Defense Network (DoDNet) Program Management Office (PMO) was created in response to a memo that was published on 15 August 2019 by the Deputy Secretary of Defense titled “Fourth Estate Network Optimization Execution Guidance,” which gave DISA the authority, as of 1 October 2019, to direct the transition of each Defense Agency and Field Activity (DAFA) from disparate, legacy Common Use IT services and assets into the Single Service Provider (SSP) shared network environment. The shared network was planned to reduce redundant IT costs, enhance cybersecurity posture, and standardize support services across the 4th Estate.

The contractor shall provide critical support to the DODNet PMO with the management of transitioning DAFAs onto the SSP shared network environment and serves as the primary integrator, working with the Government team’s Project Managers and Engineers to facilitate requirements documents necessary for the Program Review Board (PRB). The contractor shall provide services to facilitate the Engineering Review Board (ERB) and Operational Revie Board (ORB) making sure projects fit within the larger DoDNet portfolio. These actions fall within the DoDNet Systems Engineering Framework (DSEF) process which was built and facilitated by Solvtek during the current contract Period of Performance. Knowledge transfer of the DSEF process over to the Government is anticipated for FY27 and is linked to the J6/DoDNet program’s workforce expansion efforts.

This proposed action is necessary to prevent an unacceptable break in critical services while the follow-on competitive acquisition, DoDNet Program Management Office (PMO) Support is finalized and awarded. The anticipated period of performance for this bridge contract is 16 December 2026 through 15 December 2027.
