About this opportunity

The Department of Defense Education Activity seeks to procure asynchronous self-paced online professional learning courses for paraeducators through a firm-fixed-price IDIQ contract with a one-year base period and four one-year options. DoDEA employs over 1,500 paraeducators requiring novice and experienced level coursework in areas such as autism, inclusion strategies, behavior plans, bullying prevention, and supporting student progress. The contractor must provide a vendor-hosted learning management system to support approximately 900 enrollments annually. The evaluation criteria and contract award will be conducted in accordance with FAR Parts 12 and 13. The anticipated solicitation posting date is April 4, 2024, with an award date of June 18, 2024.

This requirement is set aside 100% for small businesses and will be competed under NAICS code 611430 for Professional and Managerial Development Training. Interested vendors must register under this NAICS code in SAM prior to submitting a proposal. The contract has a total maximum value of $10 million over the five-year period of performance.

This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov.

The Department of Defense Education Activity (DoDEA) has the following requirements: DoDEA employs over 1,500 paraeducators systemwide to support our special education program. Most paraeducators require novice-level and/or experienced-level asynchronous self-paced professional learning to better provide behavioral and instructional support to students with disabilities. DoDEA expects approximately 900 paraeducators will sign up for coursework each year.

 The applicable North American Industry Classification System (NAICS) code is 611430, Professional and Managerial Development Training, and the applicable PSC is U009 Education/Training – General. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes.

DoDEA intends to issue solicitation Number HE125424Q0020 in support of this requirement. This requirement will be procured using FAR Part 12 - Acquisition of Commercial Products and Commercial Services and FAR Part 13 - Simplified Acquisition Procedures. This requirement will be competed as a 100% small-business set-aside. The anticipated award contract type is a firm-fixed-price (FFP) indefinite-delivery/indefinite-quantity (IDIQ) contract. The period of performance will consist of a base year of 12-months with four 12-month option periods. The anticipated posting date of the solicitation is on or about 04 April 2024 and an award date on or about 18 June 2024.
