About this opportunity

The Department of Defense Education Activity (DoDEA) is conducting market research to identify qualified contractors to provide Safety Aide and Safety Attendant (SAA) services for DoDEA schools throughout mainland Japan. The services encompass bus safety aides, bus safety attendants, supervision, services, supplies, and equipment for student transportation, with a primary focus on ensuring student safety during boarding, exiting, and transit operations. Key contract requirements include strict personnel qualifications such as background checks, training certifications, and professional conduct standards, with safety attendants assigned to pre-kindergarten through 2nd-grade students and safety aides supporting special needs students across six military base complexes including Iwakuni, Misawa, Sasebo, Yokosuka, Yokota, and Zama & Atsugi. Interested vendors must demonstrate capability through a Statement of Interest, a 3-page Capability Statement that includes company details, CAGE/NCAGE code, business size designation, and past performance records, along with a non-binding Rough Order of Magnitude cost estimate. The deadline for all submissions is 10:00 AM Japan Standard Time on October 30, 2025, and vendors must be registered in the System for Award Management (SAM) to be eligible for potential contract award; this RFI is solely for market research purposes and does not obligate the government to any current or future commitments.

This pre-solicitation notice does not include a set-aside designation and does not identify any current incumbents or specific contractors. The estimated contract value is significant, with services anticipated to commence on August 1, 2026, and encompassing approximately 39,375 hours per school year across roughly 183 service days, plus an additional 525 hours for Extended School Year programs. Transportation routes are expected to range from 2 to 5 hours daily across the multiple military base complexes in mainland Japan. While the RFI provides general budgetary guidance through the NAICS code 485410 (School and Employee Bus Transportation) with a $30.0 million size standard, no specific award value or contract duration is stated in the pre-solicitation materials. The opportunity is classified under PSC code R430 for physical security and badging services, and all interested parties should direct inquiries to David.Infante@dodea.edu and Dustin.Fazzini@dodea.edu for submission instructions and additional information.
