About this opportunity
The Department of the Navy Naval Air Systems Command is seeking proposals for its DoD SBIR 24.4 Program BAA. This Broad Agency Announcement (BAA) solicits proposals from small business concerns for scientific and technical approaches that are likely to yield results important to the Department of Defense and the private sector. The BAA incorporates mandatory foreign disclosure requirements and other programmatic changes required by recent legislation. Proposals must include a completed Attachment 2 and be submitted via the Defense SBIR/STTR Innovation Portal (DSIP). The evaluation will focus on the scientific and technical merits of the proposals. This BAA will allow participating DoD Components to advertise SBIR topics throughout the fiscal year, with specific proposal submission requirements provided with each topic release.
This opportunity is set aside for the entire small business community. No specific incumbent contractors are named. While the value of individual awards is not specified, the BAA notes the intent to minimize the regulatory burden on small businesses. The place of performance is China Lake, Ridgecrest, CA 93555.

The Small Business Administration (SBA), through its SBIR/STTR Policy Directive, purposely departs from normal Government solicitation formats and requirements, thus authorizing agencies to simplify the SBIR/STTR award process and minimize the regulatory burden on small business. Therefore, consistent with the SBA SBIR/STTR Policy Directive, the Department of Defense is soliciting proposals as a Broad Agency Announcement (BAA). The DoD SBIR/STTR Programs follow the policies and practices of the SBA SBIR/STTR Policy Directive, current version. The guidelines presented in this BAA incorporate and make use of the flexibility of the SBA SBIR/STTR Policy Directive to encourage proposals based on scientific and technical approaches most likely to yield results important to the DoD and the private sector. The SBIR/STTR Policy Directive is available HERE.
Classified proposals will not be accepted under the DoD SBIR Program.
