About this opportunity
The National Institutes of Health Clinical Center Department of Transfusion Medicine intends to procure annual maintenance and support services for DocuWare software on a sole-source basis from DocuWare Corporation, with capability statements due October 16, 2026. The department currently operates DocuWare for electronic management of records for patients and donors and requires continued maintenance to ensure system readiness and operational continuity. Required services include DocuWare Support and Maintenance, Scan Station Support and Maintenance, View Station Support and Maintenance, and DocuWare Test Bench Support and Maintenance. The period of performance runs December 1, 2026, through November 30, 2027.
NIH bases its sole-source determination on the conclusion that DocuWare Corporation is the only known source capable of providing required update and support services for the existing system, particularly given DTM's ownership and operation of DocuWare Import, Barcode, Forms, and Workflow Manager capabilities. Vendors believing they can satisfy the requirements may submit capability statements demonstrating specialized experience and knowledge of DTM's environment, device deployments, and required tasks. Capability statements must be submitted by email to shasheshe.goolsby@nih.gov no later than October 16, 2026, at 8:00 AM Eastern Time.
