About this opportunity

The U.S. Coast Guard is seeking qualified contractors to perform comprehensive dockside ship repairs and maintenance on the USCGC STONE (WMSL-758), a 418-foot National Security Cutter. The procurement encompasses 15 distinct work items including cargo handling elevator inspection and testing, fire detection system evaluation, stern boat launch and recovery servicing, potable water tank cleaning, deck covering renewals, fuel storage tank inspection, and fire prevention measures. Contractors must provide all necessary labor, services, supplies, materials, equipment, and personnel to execute these repairs in accordance with detailed technical specifications and Coast Guard drawings. The work requires specialized technical expertise, including certifications in nondestructive testing, coating inspection, and marine engineering. Responses to this Sources Sought Notice must be submitted by January 7, 2026, to Mark Cap (mark.cap@uscg.mil) and Melissa Hyacinth (melissa.n.hyacinth@uscg.mil) with the subject line "SSN STONE DS FY26 FQ4."

This procurement is designated as a Total Small Business set-aside, restricting competition to small business concerns. Interested companies must submit documentation including their company name and address, Unique Entity Identification Number (UEID), point of contact information, business size classification, and applicable NAICS code (336611 - Ship Building and Repairing). The work is classified under PSC J998 (Non-Nuclear Ship Repair East) and is scheduled for fiscal year 2026, fourth quarter execution. Potential contractors should note that access to sensitive government information will require execution of a DHS Non-Disclosure Agreement (Form 11000-6) to protect Protected Critical Infrastructure Information, Sensitive Security Information, and other sensitive but unclassified materials. While specific contract value and timeline details are not disclosed in this pre-solicitation notice, the comprehensive nature of the 15 work items and the specialized nature of National Security Cutter maintenance suggest a substantial federal contract opportunity.
