About this opportunity
The U.S. Coast Guard seeks dockside repairs to the USCGC ALERT (WMEC-630) with quotations due October 2, 2026, under a HUBZone small business set-aside. The procurement is firm fixed-price and commercial, with performance scheduled January 26 through March 22, 2027.
Place of performance is Cape Canaveral, Florida. Work encompasses 22 definite line items including flexible coupling renewal, seawater and lube oil heat exchanger cleaning and hydrostatic testing, boiler assembly replacement (two units at $43,682 each), sewage system pumps, potable water and hot water tank inspection and cleaning, fire detection sensor renewal, bridge window replacement, chill water piping insulation renewal, steam system valves, and davit inspection and service. Three optional line items cover partial tank preservation work, temporary heating and cooling services, and thrust bearing renewal. Government-furnished property includes pumps, boilers, heat exchangers, fasteners, and specialized components totaling approximately $220,000 in estimated costs. The contractor must budget approximately 780 labor hours for open and inspect repairs at composite labor rates, with a material markup/handling fee not to exceed 20 percent. The contractor shall furnish all labor, materials, equipment, supplies, facilities, and power necessary for completion and must maintain Ship Repairer's Liability and Comprehensive General Liability coverage at $500,000 per occurrence each, full Longshoremen's and Harbor Worker's Act coverage, and State Workmen's Compensation coverage.
The NAICS code is 336611, Ship Building and Repairing. Site visits to the vessel must be completed by September 14, 2026. Technical capability, experience, and past performance documentation combined are significantly more important than price in the award decision. Questions are due September 17, 2026.
