About this opportunity
The U.S. Coast Guard is seeking qualified contractors to perform dockside repair services for the USCGC MIDGETT (WMSL 757), a 418-foot National Security Cutter home-ported in Honolulu, Hawaii. The scope of work encompasses approximately 25 repair work items covering critical ship systems including fire detection, sewage systems, fuel tanks, hydraulic systems, deck coverings, and structural components. Interested contractors must submit their sources sought responses by December 29, 2025, at 1:00 p.m. Pacific Time to Andrew Jacobs, Contracting Officer, and Jaime Diaz, Contract Specialist, at the provided email addresses. The Coast Guard will use contractor business size/status, past performance evaluations, and technical qualifications to evaluate respondents; companies without CPARS records should provide past performance references including contract numbers, project titles, dollar amounts, and points of contact. The formal request for proposal is anticipated to be posted on sam.gov following the Coast Guard's determination of set-aside eligibility, with quotes expected to be requested around February 28, 2026, and contract award anticipated by May 29, 2026.
This opportunity is currently undesignated regarding set-aside status, though the Coast Guard will determine set-aside eligibility after reviewing responses, with possible designations for HUBZone, Service-Disabled Veteran-owned, or Women-Owned Small Businesses. The small business size standard for this requirement under NAICS Code 336611 (Ship Building and Repairing) is fewer than 1,300 employees. The dockside repair performance period is scheduled from July 28 through September 19, 2026, with all work to be completed at the cutter's homeport in Honolulu. No specific budget range or award value is disclosed in the pre-solicitation notice, though the scope of approximately 25 work items and the three-week service window suggest a substantial repair contract. If a HUBZone set-aside is designated, contractors must ensure that at least 50 percent of personnel costs are spent on employees of HUBZone small businesses in accordance with FAR 52.219-3.
