About this opportunity

The National Institute on Drug Abuse (NIDA) and National Institute on Aging (NIA) are seeking DNA methylation microarray processing services for the Baltimore Longitudinal Study of Aging (BLSA). The procurement involves genome-wide DNA methylation microarray assays on 992 archived DNA samples using the Illumina Infinium MethylationEPIC v2.0 BeadChip technology. The contractor must provide all necessary microarrays, reagents, and equipment while implementing quality assurance procedures and completing bisulfite conversion with appropriate controls. Key personnel requirements include a Masters or PhD in laboratory or health science fields with extensive experience in high-throughput laboratory methods and expertise in genome-wide DNA methylation microarray analysis. This is a non-competitive solicitation under FAR Part 13 Simplified Acquisition Procedures, with the agency intending to request a quotation from UCLA. The due date for this pre-solicitation notice was September 24, 2025, with contract award anticipated around September 25, 2025.

This procurement does not utilize any set-aside designations and appears to be directed specifically toward UCLA as the sole source provider. The contract falls under NAICS code 621511 (Medical Laboratories) with a size standard of $41.5 million, though no specific contract value has been disclosed. The performance period is established at 12 months from receipt of samples, with the contractor required to deliver raw microarray files, quality control metrics, and a summary report within 364 calendar days. Progress reports must be submitted every six months throughout the contract duration. The contractor will be monitored by Dr. Eleanor M. Simonsick from the Translational Gerontology Branch, who serves as the Contracting Officer's Representative for technical oversight.

DESCRIPTION OF REQUIREMENT

Purpose and Objectives

The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Institute on Agign (NIA), has a requirement for BLSA microarray processing services.

The Baltimore Longitudinal Study of Aging is the longest running study of human aging in the United States. In the modern era of the study a program of measurement and testing has been implemented to enhance the National Institute on Aging’s (NIA) understanding of age-associated physical and biological changes in health and disease. Consistent with the widely accepted framework of the ‘hallmarks of aging’ the NIA investigates epigenetic change as a potentially fundamental mechanism in the aging process. Archived samples from the BLSA offer a unique opportunity to measure DNA methylation over time as well as the ability to relate changes in DNA methylation to a broad range of aging phenotypes. The purpose of the proposed procurement is to provide the government with state-of-the art microarray processing services for the evaluation of genome-wide DNA methylation in a large volume of stored DNA samples.  Specifically, this acquisition aims to build and capitalize on previously acquired longitudinal DNA methylation data.
