About this opportunity
The U.S. Geological Survey Alaska Science Center has published a notice of intent to award a sole source purchase order for DNA high-throughput sequencing services. The intended recipient is the University of Oregon's Genomics & Cell Characterization Core Facility, which will provide DNA sequencing services including sample quantification and quality assessment using specialized equipment. This special notice falls under PSC code B534 for Special Studies/Analyses-Wildlife and NAICS code 541690 for Other Scientific and Technical Consulting Services with a $19 million size standard. The notice is being issued to satisfy Federal Acquisition Regulation requirements for single source procurements. The award will be processed under simplified acquisition procedures for commercial items.
The primary purpose of this notice is to provide advance notification of the government's intent to make a sole source award while allowing other responsible parties to submit capability statements for consideration. All capability statements must be submitted electronically to jongjoco@usgs.gov by August 12, 2025 at 1200 hours Eastern, with hardcopy or web portal submissions explicitly not accepted. The justification for the single source approach centers on data continuity requirements, as the University of Oregon facility is positioned as the only vendor capable of providing consistent data when comparing new DNA sequencing results to prior samples it has analyzed for the Alaska Science Center's DNA libraries. While this is not a competitive solicitation, the government retains sole discretion to determine whether to compete the requirement based on any capability statements received. No formal solicitation will be issued following this notice period.
