About this opportunity
The Defense Information Systems Agency intends to award a sole-source bridge modification to AT&T Mobility, LLC under existing Blanket Purchase Agreement HC108421A0001/P00010 (contract 47QTCA19D00MV) to continue domestic, priority, and international cellular services and data plans for the Department of War Mobility Classified Capability (DMCC) program, awarded on July 8, 2026.
The justification cites three uncontrollable events that delayed transition of legacy DMCC devices to a competitively awarded single-award IDIQ contract: hardware delivery delays from LCD screen manufacturer shortages (deferring 4,300 Dell Windows devices from May to June 2026), a 43-day government shutdown from October 1 to November 12, 2025 that furloughed provisioning staff and mission partners, and Operation Epic Fury (launched February 28, 2026) which diverted resources. Without the bridge, approximately 5,659 legacy DMCC Android and Windows devices listed in the DMCC Gateway Active Directory would experience immediate loss of cellular service, severely impacting mission-critical secure communications for high-level DoW officials and strategic partners. Market research conducted in October 2025 confirmed AT&T's pricing under the existing BPA is competitive and fair compared to Spiral 4 contract pricing, and that executing a bridge is more advantageous than initiating full and open competition, which typically requires 3 to 9 months. The bridge modification extends performance through January 31, 2027 on a Firm Fixed Price basis. Regulatory authority is FAR Part 8.401 for ordering under the Federal Supply Schedule. The contracting activity is DISA's Defense Information Technology Contracting Organization Mobility Section (PS8414), with the requiring agency DISA's DoW Mobility Branch (SD34).
