About this file

This is a Justification for Sole Source (JSS) document for a bridge modification to an existing Blanket Purchase Agreement (BPA) under the Federal Supply Schedule.

The Defense Information Systems Agency (DISA) is extending its existing BPA with AT&T Mobility, LLC (contract number 47QTCA19D00MV, BPA HC108421A0001/P00010) to continue providing domestic, priority, and international cellular services and data plans for the Department of War (DoW) Mobility Classified Capability (DMCC) program. The modification is classified as a Firm Fixed Price bridge action and will extend the period of performance for six months through January 31, 2027, with an increase to the BPA lifecycle ceiling (specific dollar amounts are redacted). The services support secure communications for approximately 5,659 legacy DMCC Android and Windows devices that are transitioning to a competitively awarded single-award IDIQ contract (HC108424D0002). The requiring agency is DISA's DoW Mobility Branch (SD34), and the contracting activity is DISA's Defense Information Technology Contracting Organization (DITCO) Mobility Section (PS8414).

The justification for sole-source award to AT&T cites three uncontrollable events that delayed the legacy device transition: hardware delivery delays due to manufacturer LCD screen shortages (pushing 4,300 Dell Windows device deliveries from May to June 2026), a 43-day government shutdown from October 1 to November 12, 2025 that furloughed provisioning staff and mission partners, and Operation Epic Fury (launched February 28, 2026) which diverted resources. Market research conducted in October 2025 confirmed that AT&T's pricing under the existing BPA is competitive and fair compared to Spiral 4 contract pricing, and that executing a bridge is more advantageous than initiating a full and open competition that typically requires 3 to 9 months. Without this bridge modification, 5,659 AD-listed legacy DMCC devices would experience immediate loss of cellular service, severely impacting mission-critical secure communications for high-level DoW officials and strategic partners. The regulatory authority cited is FAR Part 8.401 for ordering under the Federal Supply Schedule.

JUSTIFICATION FOR SOLE SOURCE

Federal Acquisition Regulation (FAR) Part 8

CSS Tracking Number: 842116443 Funding Document Number: Funding will be provided at the order level via mission partner (MP) Program Designator Code Contract Number: 47QTCA19D00MV Blanket Purchase Agreement (BPA) Number/Modification: HC108421A0001/P00010 Procurement Title: Department of War (DoW) Mobility Classified Capability (DMCC) Mobile Devices, Hotspots and Data Services Plans – Domestic, Priority, and International Bridge Modification Estimated Value:

Regulatory Authority: FAR Part 8.401: Ordering under the Federal Supply Schedule

1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:

Requiring Agency: Defense Information Systems Agency (DISA)/DoW Mobility Branch/SD34 Contracting Activity: DISA/Defense Information Technology Contracting Organization (DITCO)/Mobility Section/PS8414

2. NATURE/DESCRIPTION OF ACTION(S):

Type of Action: Bridge Modification Type of Contract: Firm Fixed Price

3. DESCRIPTION OF SUPPLIES/SERVICES:

This modification bridges the existing BPA to provide domestic, priority, and international cellular services supporting secure communications for legacy DMCC Android and Windows devices, as well as authorizing official-approved hotspots. These services will continue until approximately 5,659 legacy DMCC Android and Windows devices listed in the DMCC Gateway Active Directory (AD) transition to the competitively awarded, single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract, HC108424D0002. This bridge will ensure continuous operations for the DMCC Gateway enterprise offering. The proposed sole-source modification to AT&T Mobility, LLC (AT&T) will extend the period of performance for six months (through January 31, 2027) and increase the BPA lifecycle ceiling by from to

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE

NATURE OF THE ACQUISITION REQUIRED:

The incumbent contractor is AT&T. The following three uncontrollable events severely hindered the transition of legacy DMCC devices and services to the new IDIQ contract:

a) Hardware Delivery Delays: Delivery of 4,300 Dell Windows devices was delayed from mid-May 2026 to mid-June 2026 due to a manufacturer shortage of liquid crystal display screens. The BPA currently expires July 31, 2026, and this delay only allows a month to transition MPs from the BPA to the IDIQ contract.

b) Government Shutdown: A 43-day government shutdown occurred from October 1, 2025, to November 12, 2025. This event significantly reduced staffing on the DISA provisioning teams, as furloughed employees could not report to work, delaying transition activities. Additionally, furloughed MPs were not able to fund/issue their orders to transition from the legacy BPA to the IDIQ contract.

c) Operation Epic Fury: Operation Epic Fury launched on February 28, 2026. This operational mission triggered a massive surge in new DMCC device orders, which diverted provisioning resources and further delayed the transition of legacy DMCC devices to the IDIQ contract.

Due to these compounding events, AT&T is the only source capable of fulfilling this requirement without risking a substantial break in service. This sole-source action is necessary to ensure continuous performance until the transition to the competitively awarded IDIQ contract is complete.

Without the execution of this sole-source modification to continue service under the AT&T BPA, 5,659 AD-listed legacy DMCC devices will suffer an immediate loss of cellular service. Previous market research performed in October 2025 comparing the current contract pricing on the Spiral 4 contracts and pricing provided under the DMCC BPA indicated the pricing accepted under the original BPA is competitive and fair.

Market research analysis also found that executing a bridge is the most advantageous method in fulfilling the Government’s needs, considering pricing and continuity of services. Furthermore, there is not sufficient time to initiate and award a full and open competition contract as the lead time is typically 3 to 9 months. Consequently, MPs will lack the mobile capabilities required to communicate securely and conduct critical mission requirements if the bridge is not executed. The service interruption would be detrimental to the enterprise classified mobility offering and would severely impact MPs' ability to perform mission-critical functions. These legacy devices are vital to providing remote classified communications among MPs at the highest levels of the DoW, approved non-DoW agencies, and strategic global partners.
