About this opportunity

The Defense Logistics Agency Energy is seeking to identify qualified vendors capable of supplying bulk fuel additives for its worldwide operations. This pre-solicitation notice covers two primary products: Fuel System Icing Inhibitor (FSII) for customers across the United States, Guam, Europe, Japan, and the Middle East, and Diesel Fuel Additive (LIA) for specific locations including Craney Island, VA, Houston, TX, Puget Sound, WA, and Point Loma, CA. This Sources Sought Notice serves as a market research tool to gauge industry interest and capability rather than an actual solicitation or request for proposals. The Government anticipates awarding fixed-price requirement contracts and will evaluate responses based on vendor capability statements and demonstrated interest in fulfilling these fuel additive requirements. The response deadline for this pre-solicitation notice is January 30, 2026, and all interested parties are encouraged to submit information, with first-time vendors particularly invited to provide detailed capability statements.

This opportunity includes a partial small business set-aside, with specific preference consideration for Small Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB), HUBZone Small Businesses, Veteran-Owned Small Businesses (VOSB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), as well as 8(a) certified small businesses. Interested small businesses must ensure their System for Award Management (SAM) designation is current and accurate to qualify for set-aside consideration. The notice does not specify particular award values, budget ranges, or quantities for the fuel additive requirements. While responses to this pre-solicitation notice are not mandatory and failure to respond does not preclude vendors from competing on any resultant formal solicitation, the Government indicates that lack of industry interest may prevent this requirement from moving forward competitively. All responsible sources, regardless of size designation, are encouraged to participate in providing market feedback on this significant worldwide fuel additive program.
