About this opportunity

The Defense Logistics Agency Energy (DLA Energy) is conducting a Request for Information (RFI) to identify businesses capable of providing uninterrupted ground fuel support for Department of Defense and federal civilian agencies throughout the Philippines. The RFI seeks vendors who can supply various fuel products including Regular Unleaded Gasoline, Diesel Fuel, and Turbine Fuel, Aviation, with transportation modes including tank truck, tank wagon, and drum delivery. Interested companies must respond by May 21, 2025, at 10:00 PM Eastern Standard Time, submitting detailed information about their technical capabilities, fuel supply capacities, service areas, and transportation modes. Respondents are required to provide company background, fuel supply capabilities, geographical coverage, and socioeconomic program participation details. The agency will host a question and answer period, with cumulative responses to be posted by May 28, 2025, and emphasizes that this RFI is for information gathering only and does not constitute a solicitation or guarantee of future contract award.

The procurement is not designated for any specific small business set-aside, though vendors are asked to identify their business status in the System for Award Management (SAM). The total estimated fuel quantity for the DLA Energy 1.6P Fuel Program is approximately 4.5 million gallons, covering multiple line items of fuel products. The proposed contract period spans five years, from January 1, 2026, through December 31, 2030, with contracts expected to be requirements-type, fixed-price with economic price adjustment. While no specific award value is mentioned, the substantial fuel volume suggests a significant potential contract opportunity. Potential vendors will be evaluated based on their ability to provide consistent, high-quality fuel support across various transportation modes and locations throughout the Philippines, with a focus on technical capability, geographical coverage, and reliability of fuel supply.
