About this opportunity

The Defense Logistics Agency (DLA) Energy published this Limited/Sole Source Justification Notice for the urgent procurement of 2,100,000 U.S. gallons of Turbine Fuel, Aviation (JAA) valued at approximately $4.84 million. The justification is based on unusual and compelling urgency due to a critical fuel shortage that required immediate action to maintain continuous fuel supply to military services. DLA Energy determined that Petromax Refining LLC was the only vendor capable of refining and delivering the required quantity of aviation fuel within the compressed timeframe from July 12, 2025, to August 11, 2025. This procurement serves as a stop-gap measure while DLA Energy works toward establishing a larger annual procurement contract through the Inland/East/Gulf Coast (IEG) Bulk Petroleum Products solicitation. The contract SPE60225P0458 was awarded on July 11, 2025, utilizing Defense Working Capital Funds for FY25, with DLA Energy acting as the Integrated Material Manager for petroleum products supporting Department of Defense operations.
