About this opportunity
The Defense Logistics Agency Energy seeks to procure bulk liquid propellants through a five-year firm-fixed-price requirements contract for the production and storage of High Purity Hydrazine (HPH) conforming to MIL-PRF-26536G and Hydrazine Water 70/30 (H70) conforming to MIL-PRF-87930C. The contractor must demonstrate minimum daily production capacity of 543 pounds, provide bulk storage tanks with at least 250,000 pounds combined capacity at their manufacturing fill-point, and offer ancillary services including monthly maintenance facility fees, cylinder re-certification testing, and container cleaning services. The government will evaluate proposals using Lowest Price Technically Acceptable source selection procedures across four factors: Technical Capability, Past Performance, Price, and Small Business Subcontracting Plan. Amendment 0003 has extended the submission deadline to August 19, 2025 at 12:00 PM Central Time, requiring only those offerors who submitted proposals by the original July 7, 2025 deadline to submit signed acknowledgment forms and revised pricing worksheets. The original solicitation question period closed on June 20, 2025.
This solicitation does not utilize any set-aside designation and is open to all qualified contractors, though it includes small business subcontracting plan requirements. The contract involves procurement of 660,000 pounds of HPH (132,000 pounds annually) and 26,000 pounds of H70 (5,200 pounds annually) over the five-year performance period from September 20, 2025 through September 19, 2030, with Amendment 0003 reducing the original HPH quantity from 990,000 pounds. The contractor must be located at their own manufacturing fill-point facility and capable of handling government-owned packaging cylinders and managing inventory transitions, including approximately 150,000 pounds of legacy DLA-owned HPH and H70 products currently located in Westlake, Louisiana if the incumbent supplier is not awarded the follow-on contract. The government prefers the Raschig production method over the Ketazine method for hydrazine manufacturing, and the contractor must maintain dedicated workforce and facilities to prioritize government demand over commercial production. While specific contract values are not disclosed, the pricing worksheets indicate this is a substantial multi-year procurement for critical aerospace propellant chemicals used in national defense and space programs.
