About this opportunity
The Department of the Air Force Pacific Air Forces, through U.S. Army Garrison Okinawa, is soliciting proposals for comprehensive grounds maintenance services at multiple military installations across Okinawa under solicitation number FA527026Q0002. The contractor will be responsible for all labor, equipment, supplies, management, and required licensing to maintain grounds at nine locations including Torii Station, Naha Port, Naha Annex, Bolo Point, Kuwae Tank Farms, Chimuwan Tank Farms, Tengan, and Patrol Road POL Line, encompassing approximately 201.3 acres of improved and semi-improved land. Key contract requirements include maintaining grass at specified heights (2-4 inches for improved grounds, 4-14 inches for semi-improved grounds), providing weed control, edging, tree pruning, shrub and hedge maintenance, debris removal, and maintaining clear zones around perimeter fences with specific vertical and horizontal clearance measurements. The contractor must comply with Japanese environmental standards and OSHA requirements, maintain Japanese vehicle insurance with minimum coverage limits, obtain appropriate security clearances including AT Level I training and OPSEC compliance, and operate between 0700-1800 hours Monday through Sunday. Proposals will be evaluated based on technical capability, past performance with large-scale military facility maintenance in tropical climates, and pricing; the deadline for proposal submission is February 19, 2026 at 11:00 am Japan Standard Time, with a site visit conducted on February 12, 2026 limited to two representatives per company.
This solicitation carries no small business set-aside designation, and no incumbent contractor information is identified in the available documents. The contract details do not specify an award value or budget range. Performance standards allow no more than three deficiencies per month as measured through visual inspection by the Contracting Officer's Representative, and the contractor must submit monthly maintenance schedules at least ten days in advance and provide written reports on refuse collected. The contractor must maintain a contract manager fluent in English and coordinate with government representatives for special events, typhoon season operations, and phase-out procedures. Performance-based work statement requirements include comprehensive grounds maintenance operations across all nine Okinawa locations, with services delivered continuously throughout the contract period.
