About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking multiple contractors for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for Camp Lemonnier, Djibouti. The primary objective of this solicitation is to execute sustainment, restoration, and modernization (SRM) projects across military facilities in the region, including construction, repair, demolition, and expansion of various facility types. The contract will utilize firm-fixed-price (FFP) task orders under Design-Bid-Build or Design-Build methodologies. Contractors will be expected to perform work at multiple locations including Camp Lemonnier in Djibouti, Camp Simba and Manda Bay in Kenya, and sites in Somalia. The solicitation is classified under the Commercial and Institutional Building Construction NAICS category (236220), with proposals due by March 24, 2025.
The contract does not have a specific small business or disadvantaged business set-aside designation, indicating it is open to all qualified contractors. The work will encompass a broad range of construction and renovation projects for military facilities, potentially involving waterfront and airfield infrastructure. While specific award values are not disclosed in the solicitation, the IDIQ format suggests multiple contractors may receive task orders over the contract's duration. The performance locations span strategic military sites across East Africa, highlighting the geographically diverse nature of the contract. Contractors will need to demonstrate capabilities in complex military construction projects, with expertise in design, building, and renovation of institutional and operational military facilities.
