About this opportunity

The Defense Logistics Agency Aviation is soliciting offers for a display unit procurement under emergency acquisition flexibility authority. This solicitation applies to the IT and Telecom category (PSC 7E20), with the NAICS classification of All Other Miscellaneous General Purpose Machinery Manufacturing (333998). Offerors must meet higher-level contract quality requirements including ISO 9001 or equivalent certification, and only government-approved sources of supply are permitted to submit offers for new, unused stock from the original equipment manufacturer. Any distributors of approved sources must submit authorized distributor letters on the source's letterhead to the buyer point of contact at the time of proposal submittal. The solicitation was posted on January 21, 2026, with proposals due by February 2, 2026. The contract includes a 12-month warranty for supplies with a 45-day discovery period for defects, and payment will be processed through the Wide Area Workflow system using combined invoice and receiving reports.

This is a non-set-aside procurement with an order quantity limitation of one unit. The delivery timeline references June 1997 standards, with the TAC code PJGQ and Navy code N52214.12. The contract does not include an option to extend the term beyond the initial period. Annual representations and certifications per March 2025 requirements apply, with NAICS code 334111 and an estimated annual value of $1,250. Due to the foreign military sales (FMS) nature of this requirement, the Item Unique Identification and Valuation clause (DFARS 252.211-7003) has been excluded for non-CLSSA FMS spare parts, as the affected assets are wholly owned by FMS customer countries and will be delivered exclusively to the customer country for their use.

THIS SOLICITATION IS BEING ISSUED UNDER THE EMERGENCY AQUISITION FLEXIIBILITY AUTHORITY.

For New Unused stock from the OEM, Offerors are advised that offers received from sources which are not government-approved sources of supply will be deemedtechnically unacceptable, and therefore ineligible for award. Any distributors of approved source(s) MUST

submit a copy of their authorized distributor letter, on the source's letterhead, to the buyer point of contact indicated on the solicitation via email, at time of proposal submittal.

NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deletedfrom all non-CLSSAFMS spares requirements processed

by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA),these same assets willbe delivered to the customer country for their sole use.

The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMSassets and will never be delivered to DoD. The assets are delivered to adomestic U.S. freight forwarder who is

under contract by the FMS customer toship the assets to the country of record.

The FMS customer countries retain ownership of their parts throughout theasset's lifecycle. These parts will never be owned by the U.S. Government, andwill never be entered into the DoD supply chain. Based on this, there is noneed for these non-CLSSA FMS country

assets to be specially marked for tracking by DoD.
