About this opportunity

The Defense Logistics Agency Aviation is seeking to procure 55 units of optoelectronic display equipment under NSN 7R-5980-017280542-E7. This pre-solicitation notice indicates the government intends to negotiate with only one source under FAR 6.302-1 authority, as the item must be acquired from sources specified on a source control or selected item drawing per DoD-STD-100 requirements. The government lacks suitable technical data, data rights, or manufacturing knowledge to permit acquisition from alternative sources or conduct qualification testing of substitute parts. Interested parties have 45 days from the publication date to submit proposals, quotations, or capability statements, though this notice is not a formal request for competitive proposals. The deadline for responses is July 30, 2025, and commercial item providers have just 15 days to identify their capability to satisfy the requirement.

This procurement does not utilize any set-aside designations and will be conducted as a full and open competition initially, despite the government's stated intent to negotiate with a single source. The contract calls for delivery of 55 units on an FOB origin basis, with the specific part number referenced as 123SCAV9451-5. No incumbent contractors or potential award values are specified in this pre-solicitation notice. The government has determined that FAR Part 12 commercial item acquisition policies will not apply to this procurement based on their market research, and technical drawings are not available through standard government document repositories.
