About this opportunity

The Peace Corps is issuing a pre-solicitation notice for a single source purchase order to Discovery Education, Inc. for creating new global educational resources and hosting previously created educational content through their Discovery Global Connections program. The procurement will support the development of digital educational resources, including interactive and multimedia content for grades 5-8, virtual field trips, master class videos, and teacher-led activities aligned with Common Core and subject-specific standards. The contract will be issued under Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13.5 as a firm-fixed price purchase order using simplified acquisition procedures. The Peace Corps has identified Discovery Education as the sole vendor with an existing educational platform capable of reaching at least one million U.S. educators and scaling the program's reach. Responses to this notice are due by July 29, 2025, and must demonstrate clear and convincing evidence that competition would be advantageous to the government, cost-effective, and would not hinder the Peace Corps' mission objectives.

This procurement does not utilize any set-aside designations and is specifically targeted toward Discovery Education, Inc. located in Charlotte, North Carolina, as the intended sole source contractor. The contract structure includes a base year of 12 months with three additional 12-month option periods, potentially extending through August 2029. Key performance requirements include marketing the educational content to at least 50% of Discovery Education's user base, which represents a minimum of one million U.S. educators, and providing monthly usage metrics reports to track educator and student engagement. The contractor will provide end-to-end support including video production, curriculum development, web design, and marketing services. The resources will be made available both through a dedicated project website that is free and open to the public and through Discovery Education's subscription-based educator platform. This effort supports the Peace Corps' Third Goal of educating Americans about international communities and developing a pipeline of future volunteers through intercultural education resources.
