About this opportunity

The Defense Information Systems Agency (DISA) is seeking a Blanket Purchase Agreement (BPA) for its Modernization, Engineering, Lifecycle Refresh (ModEL) initiative through GSA Multiple Award Schedules. The procurement will utilize a Contractor Team Arrangement (CTA) approach to obtain comprehensive IT services across four primary task areas: Program Management, Solution Development, Customer Engineering Projects, and Telecom and Networking Professional Services. Contractors must have personnel with Department of Defense SECRET and TOP SECRET/SCI clearances, with a strong emphasis on capabilities in zero trust deployment, cloud engineering services, and customer requirements analysis. The evaluation will employ a two-phase process using a best value tradeoff methodology, with initial pass/fail criteria followed by a detailed technical and price assessment. Interested contractors are required to submit responses to the draft Performance Work Statement (PWS) by 12:00 PM Central Daylight Time on November 5, 2024, with a pre-solicitation conference date to be determined.

The solicitation has no specific small business set-aside, but includes robust small business participation goals of 26% overall, with 15% targeted for small disadvantaged businesses, 5% for women-owned businesses, and 3% for HUBZone businesses. The estimated contract value is approximately $927 million, with a base period of one year and four potential one-year option periods. The government anticipates issuing between 50-75 call orders annually, with work to be performed on a firm-fixed-price basis using GSA Schedule labor categories. Each CTA can include up to five members, with a limitation of one other-than-small business per team. This is a new requirement with no incumbent contractor, focused on modernizing DISA's enterprise IT infrastructure, optimizing existing IT architecture, and providing engineering services for mission-critical requirements across Department of Defense agencies, military services, and combatant commands.

While the Government is willing to consider industry contributions, as exhibited at the pre-solicitation conference, be advised that there is no guarantee of receiving a response to each submittal or of the idea/concept being incorporated into the final solicitation. In addition, time spent providing a response will not be reimbursed by the Government.

The purpose of this amendment is to provide a draft solicitation for the DISA J6 C4 Modernization, Engineering, Life Cycle Refresh (ModEL) requirement. This posting is also to advise of a pre-solicitation conference that will be held Thursday, December 5, 2024 in Arlington/Crystal City, Virginia, near Ronald Regan International Airport from 0900 to 1200 EST.

If interested in attending the conference, industry partners shall provide written response to Ms. Caitlin Huff (caitlin.n.huff.civ@mail.mil) expressing interest and providing the names and titles of not more than four (4) company representatives who will be in attendance by December 3, 2024 at 10:00AM CT. The session will not be held in a location that requires a security clearance.

This notice is advisory only and the Government is not responsible for travel costs associated with attending.

The Modernization, Engineering, Lifecycle Refresh (ModEL) requirement is currently in development and this notice is provided to supplement the announcement at DISA’s Forecast to Industry (F2I) on 28-Oct-2024 that a pre-solicitation conference would be held in early November 2024; however, this event will be postponed to a later date that has yet to be determined. 

As identified at F2I, the anticipated acquisition strategy for ModEL is a Blanket Purchase Agreement (BPA) via General Schedule Administration (GSA) Multiple Award Schedules (MAS), utilizing a Contractor Team Arrangement (CTA) approach. It is the intent of the Agency to issue a draft solicitation and allow our industry partners to provide input to the Agency, when able. To provide an initial indication of the scope of work to be performed, the attached DRAFT performance work statement (PWS) is provided.

Further, it is still the intent of the Agency to have a pre-solicitation conference and will provide the date, location, and time once confirmed. Prior to the pre-solicitation conference, an updated PWS will be provided with a DRAFT solicitation and the Agency will provide an opportunity for industry feedback on the documents at that time.
