About this file
This is a pre-solicitation conference presentation from December 5, 2024 for the DISA J6 Modernization, Engineering, Life Cycle Refresh (ModEL) Blanket Purchase Agreement (BPA) opportunity. The presentation outlines a requirement for project planning, design, hardware/software, and execution support across four task areas: Program Management, Solutions Development, Customer Engineering Projects, and Telecom/Network Professional Services.
The BPA will be awarded through GSA Multiple Award Schedules using a Contractor Team Arrangement (CTA) structure, with up to five separate BPAs to be issued. Key aspects include: 50-75 anticipated call orders per contract period; requirement for Top Secret facility clearance; limitation of one other-than-small business per CTA team; and evaluation factors covering Technical/Management (including CTA structure, staffing plan, zero trust deployment, cloud engineering), Price, and Small Business Participation. The presentation provides detailed information about DISA's mission, organizational structure, and global footprint, along with specifics about how call orders will be issued and executed through the CTA framework. DISA anticipates modernizing IT infrastructure, implementing cloud services, and providing comprehensive engineering support across its worldwide operations supporting DoD agencies, military services, and combatant commands.

Solicitation
Chris Enriquez
Contracting Officer, PS8331
Solicitation Overview
• Blanket Purchase Agreement (BPA)
• In place to meet a repetitive need for services
• Call orders will be issued as requirements are identified
• 50-75 call orders are anticipated per contract period, meeting one of the four task areas
Proposed CTA Structure
Contractor Team Arrangement (CTA)
• CTA will be comprised of a CTA Lead and CTA Members
• Order level CTA
• CTA lead will be the primary interface with the
Government
• Up to five (5) separate BPAs may be issued
• All members will have privity of contract with the Government
• Each BPA will have the CTA incorporated and contractor specific pricing
• BPA holders may have additional subcontracting opportunities
• Teams should be structured to address the diverse tasks of ModEL
Notional Performance by Task Area
CTA Structure Assumptions
• Award made to the CTA that is the best-value to the Government
• Team should be set up to distribute the work quickly and be completed expeditiously
• To facilitate equal workload distribution and to maximize small business participation, each CTA is limited to only one other than small business.
Anticipated Call Order Process Flow
Call Order Issuance
• Call orders will be issued when the need for services arises in support of the J6 C4 mission.
• Orders will be issued based on details provided in the CTA Agreement for the team.
• The agreement shall clearly delineate how work will be distributed amongst the team and which firm will be responsible for each BPA PWS task area.
• The work distribution shall align with the task areas identified in PWS section 5.1. In the unlikely event that the CTA has more than one firm/contractor for a task area, the agreement shall detail the process for equitably distributing the workload, ensuring the small business goals are attained.
