About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 has awarded a sole-source bridge contract to McKesson Medical Government Solutions LLC for direct-to-patient nutritional and enteral supplies under contract 36C77027D0002, effective October 1, 2026.
The justification cites 41 USC 3304(a)(1), only one responsible source. McKesson possesses fully validated VA Technical Reference Model-approved systems, Health Level 7 interfaces with required cybersecurity authorizations, existing national distribution infrastructure, and established fulfillment processes capable of maintaining uninterrupted service. The VA's Consolidated Mail Outpatient Pharmacy currently fulfills approximately 3,600 Veteran prescriptions per business day through the Direct-to-Patient program. CMOP facilities operate at full production capacity and cannot absorb this workload internally; VA medical facilities also lack necessary staff, space, and specialized equipment. A full and open competition followed by contractor transition would require up to 18 months, during which service continuity cannot be risked, as any new contractor would require a minimum four-month technical onboarding period. The bridge contract runs for 12 months from October 1, 2026, through September 30, 2027, with a six-month option period. Pricing is based on current contract costs originally established through full and open competition in 2021 and determined to be fair and reasonable. Market research identified potential future competitors including Medline Industries LP, McKesson Medical-Surgical, and Cardinal Health; the follow-on competitive acquisition is planned to use a regional coverage model to reduce barriers to competition.
