About this opportunity
The Defense Logistics Agency Energy (DLA Energy) is preparing to issue a solicitation for Direct Supply Natural Gas to various Department of Defense and federal civilian installations across eight states in the Central Region: Colorado, Illinois, Indiana, Kansas, Kentucky, Michigan, Missouri, and Ohio. The contract (SPE604-25-R-0402) will cover a 24-month delivery period beginning October 1, 2025, with an estimated quantity of 15,309,971 dekatherms. DLA Energy intends to conduct a full and open competition using commercial procedures (FAR Part 12) and the lowest price technically acceptable source selection process (FAR Part 15). The solicitation will be structured as a fixed-price contract with economic price adjustment (FP/EPA) requirements. Interested vendors are encouraged to submit complete and timely proposals, with the proposal due date set for March 7, 2025.
The pre-solicitation notice indicates no specific small business set-aside for this contract opportunity. The total estimated contract value is substantial, given the large volume of natural gas to be supplied across multiple states. Contractors interested in this opportunity should have expertise in natural gas extraction (NAICS Code 211130) and the capability to deliver compressed and liquefied gases. Potential vendors can contact Damion Biagas (Lead Buyer) or Jeremy Vatter (Contracting Officer) at DLA Energy for additional information. Small business concerns are advised to reach out to DLA Energy's Small Business Office at dla.energy.osbp@dla.mil for specific guidance or questions related to the procurement.
