The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a multiple indefinite-delivery indefinite-quantity type contract with firm-fixed price provisions for services using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 15, Contracting by Negotiation; and FAR Subpart 16.5, Indefinite-Delivery Contracts.  One request for information (RFI)/sources sought notice (number DPMHHGNORFOLK02) associated with this solicitation was posted on 19 May 2021 to identify interested sources and to obtain feedback on the draft Performance Work Statement.  As a result from the information obtained from responses to the RFI/sources sought notice, this requirement will be solicited as a 100% small business set-aside.  The NAICS code applicable to this procurement is 484210, Used Household and Office Goods Moving.  The current size standard is $30 million.  The Federal Supply Classification is V003, Packing/Crating Services.

The place of performance is Virginia and North Carolina.

This requirement is to acquire packing, containerization, and local drayage of personal property shipments required by CPPSO.  The Government requires a contractor to furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as Government furnished, for the preparation of personal property of military members and civilian employees for movement or drayage and related services. 

The performance period for this acquisition is anticipated to be a 12-month base beginning on 25 January 2022 and ending on 24 January 2023, plus four 12-month option periods and FAR clause 52.217-8, Option to Extend Services, to continue services up to 6 months through 24 July 2027.

The solicitation is expected to be available around August 3, 2021. Dates in this notice are projected and may change without modifying this notice.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form.  The solicitation is not yet available.  Once available, the solicitation will be posted to this site (System for Award Management or SAM, https://sam.gov.).
