The Defense Human Resources Activity (DHRA) intends to award multiple No Cost Contracts as of a result of this solicitation to the responsible offerors whose offer conforms to the solicitation and is most advantageous to the Government. The Defense Manpower Data Center (DMDC) Direct Connect Military Lending Act (MLA) will allow major financial institutions to receive real-time DoD MLA (Military Lending Act) covered borrower data. In addition, the Direct Connect also allows for large volume queries to be processed through a system-to-system connection. The contract award type shall be a Firm-Fixed Price Contract. The period of performance shall be from the date of award through 12 months plus four option periods. A detailed description of the requirement, CLIN structure, proposal submission instructions, provisions, clauses, and attachments can be found in the attached solicitation. Prior to submitting an offer, Offerors must be actively registered in the System for Award Management (SAM). Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the offeror acknowledges the requirement to be registered in the SAM database prior to award and during performance of any contracts resulting from the solicitation.
Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 11:00 AM Eastern Standard Time (EST) on August 8, 2017. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at: http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date. All requests for clarification must be submitted in writing via e-mail to the Contract Specialist, jose.l.vasquez60.civ@mail.mil and the Contracting Officer, melissa.s.tamayo.civ@mail.mil, by 11:00 AM Eastern Standard Time (EST) on July 21, 2017.

The Defense Human Resource Activity Contracting Directorate (DHRA PK) intends to issue a solicitation to allow major financial institutions to receive real-time DoD MLA (Military Lending Act) covered borrower data. The Direct Connect will allow for large volume queries to be processed through a system-to-system connection. This procurement will be unrestricted. The NAICS code is 522291 and the size standard is $38.5M. Zero dollar contracts are expected to be awarded for a base period of 12 months plus four 12 month option periods. The solicitation will be issued on or about July 14, 2017 and will be posted on Federal Business Opportunities (https://www.fbo.gov/). All documents will be posted at this website for download. The Government will award multiple contracts resulting from this solicitation to the responsible offerors whose offer conforms to the solicitation and is most advantageous to the Government. Offers will be due 21 days after issuance of solicitation unless extended by amendment. This notice is for information purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice.
