About this opportunity
The U.S. Department of State Office of Acquisition Management is conducting market research for education verification support services through a Sources Sought notice. The contract will focus on performing comprehensive education record checks to confirm academic qualifications, including verifying degrees, institutions attended, and enrollment dates. Technical requirements mandate delivering reliable reports that safeguard Personal Identifying Information (PII) using HTTPS encryption and meeting Federal Information Processing Standards (FIPS) 140-2 security protocols. The pre-solicitation notice is seeking capability statements from potential vendors, with responses due by February 7, 2025. This notice is strictly for information gathering and does not constitute a formal request for proposals, and respondents are advised to provide detailed and complete information about their qualifications to perform the required services.
The current contract for these services is held by National Student Clearinghouse, and the opportunity is not set aside for any specific business category. The Department of State currently utilizes a Virtual Private Network (VPN) Connection with File Transfer Protocol (FTP) for data transmission, suggesting potential technical integration requirements for new vendors. While no specific award value or contract duration is specified in the notice, the procurement will be categorized under NAICS code 611710 for Educational Support Services. The government reserves the right to use the submitted information for planning purposes and may subsequently publish a solicitation on SAM.gov based on the responses received. Respondents are cautioned against including proprietary, classified, or sensitive information in their submissions, as the government may use any non-proprietary technical information in future solicitations.
