About this opportunity
The United States Naval Academy is seeking to procure a specialized diode laser system for its Space Systems and Engineering Laboratory to support plasma research and education programs. The Department of the Navy Naval Supply Systems Command is conducting this procurement as a sole-source acquisition specifically with Toptica Photonics Inc. of Pittsford, NY. The required system consists of two individual laser heads with specific technical specifications, including diode lasers for Ar I/II and Xe I/II wavelengths, two optical isolators, and a laser controller with ethernet/USB connectivity and compatible software interfaces. Quotes for this firm-fixed-price contract must be submitted by January 10, 2025 at 10:00 AM EST, and interested parties are required to be registered in SAM.gov. The procurement will follow NAICS category 334419 for Other Electronic Component Manufacturing, with a small business size standard of 750 employees.
The solicitation is not set aside for any specific type of business and will be awarded as a commercial procurement. The total contract will involve one lot of the diode laser system to be delivered by May 1, 2025, with a performance period ending before March 1, 2025. The system will be delivered to the United States Naval Academy's Space Systems and Engineering Laboratory located in Annapolis, Maryland (ZIP 21402). Contractors must provide all hardware components, supporting software, cables, and technical documentation, and are required to test all components prior to shipment and provide technical support. While specific award value is not explicitly stated, the procurement is being conducted under simplified acquisition procedures, suggesting a relatively straightforward and potentially lower-value contract focused on specialized scientific research equipment.
Notice text
The United States Naval Academy (USNA) is significantly improving its current plasma research and education program through procurement of a characterization and testing system centered around a thermal-vacuum chamber. Through the Space Systems and Engineering Laboratory (SSEL) and the Naval Academy Small Satellite Program (NASSP), USNA actively participates in space electric propulsion research. This plasma characterization and testing system will be used to (i) conduct advanced space plasma propulsion research and (ii) provide hands-on education to the students participating in CubeSat-scale research projects.
The objective of the acquisition of a diode laser system is to provide a complete system for the pump laser for the LIF technique. The system shall consist of
-
- two individual laser heads, each equipped with a diode laser,
- two optical isolators, and
- a laser controller.
