About this opportunity

The United States Marine Corps awarded a Basic Ordering Agreement to Oshkosh Defense, LLC on July 17, 2026, for $41.331 million to define and select replacement components, develop integration kits, test components and kits, and create engineering and logistics documentation addressing Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues for the Medium Tactical Vehicle Replacement, Logistics Vehicle System Replacement, and P-19A Replacement platforms.

The BOA covers an estimated period of performance from April 2026 through March 2030. The award was made on a sole source basis under FAR 6.302-1(a)(2)(iii) because Oshkosh Defense is the original equipment manufacturer and owner of the technical data packages for all three platforms; competitive procurement would require substantial reverse engineering, increasing costs and extending timelines up to one year per system. Market research through an RFI identified seven respondents, six with demonstrated capability, but five would require additional funding for reverse engineering. The independent government cost estimate projects cost savings through sole sourcing compared to full and open competition. Place of performance is Oshkosh, Wisconsin.
