The solicitation requires digitization of approximately 5,000 Betacam SP and Betacam SX tapes to specific HD format specifications, including XDCAM 4:2:2, 50 Mbps bitrate, .mp4 file type, and 1920x1080 resolution. The procurement will be conducted as a Firm Fixed Price (FFP) contract using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with technical proposals rated as either Acceptable or Unacceptable. Interested vendors must submit both technical and price quotations electronically by March 5, 2025, at 12:00 PM EST. Pre-submission inquiries were due by February 21, 2024, at 3:00 PM EST, and all offerors must have an active System for Award Management (SAM) registration.

This solicitation is a 100% small business set-aside under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The project has a 90-day period of performance with an 8-10 week turnaround time for completing the digitization work. All services must be performed on-premises at the OCB headquarters in Virginia Gardens, Florida (33166), with the contractor responsible for providing all necessary equipment, labor, and materials. The digitized content must integrate with OCB's existing Ross Streamline Pro media asset management system, and monthly invoices will be submitted through the U.S. Department of Treasury's Invoice Payment Program (IPP). While specific award value is not disclosed, the contract will require comprehensive digitization services for the entire tape library.
