About this opportunity
The National Aeronautics and Space Administration Shared Services Center is seeking a contractor to digitize historic records from the Glenn Research Center (GRC) Launch Vehicle Program Office, covering approximately 35 years of documentation from 1963-1998. The project involves digitizing approximately 250 record boxes (10 inches by 12 inches by 15 inches) containing roughly 3,500 pages each, with documents primarily in black and white requiring scanning at 300 dpi resolution with Optical Character Recognition (OCR) to create Adobe Acrobat PDF files. Contractors must sign non-disclosure agreements, handle records carefully (many are mechanically attached with non-rusted clips), and maintain original document organization with each cardboard folder receiving its own electronic PDF file. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, with offerors required to be registered in the System for Award Management (SAM). Quotes are due by July 16, 2025, at 12 p.m. CT, and must be submitted via email to Sara Jusino-Terry.
The solicitation is set aside for small businesses with no incumbent contractor identified in the documentation. While no specific contract value is provided, the scope involves digitizing an estimated 875,000 pages of historical documents across the 250 boxes. The work period extends from contract initiation (tentatively July 1, 2025) through September 30, 2025, requiring completion within approximately three months. The contractor must pick up records from NASA GRC Lewis Field in Cleveland, Ohio, in approximately five trips of 50 boxes each, transport them to their facility for digitization, and return the original paper records to NASA GRC upon completion. Performance will occur at the contractor's facility, with a requirement to demonstrate accessibility of the digitized records at GRC prior to project completion, and all digitized files will be stored on a NASA-provided hard drive.
