About this opportunity

The Air Force Installation Contracting Agency, through the 772d Enterprise Sourcing Squadron, issued a notice of intent to award a sole-source Firm-Fixed-Price contract to Overdrive, Inc. for a digital magazines and journals platform subscription, with award anticipated on 30 September 2026 and a five-day protest period ending 8 September 2026. The contract covers a three-year period of performance from 30 September 2026 through 29 September 2029. The sole-source award is justified under FAR 13.106-1(b)(2) on the basis that Overdrive is the only responsible source reasonably available; market research conducted via a sources sought notice on SAM.gov from 11–21 August 2026 yielded zero responses from alternative vendors, and Overdrive maintains exclusive distribution relationships with content providers. The requirement supports Department of Defense Libraries' morale, welfare, and recreation mission and calls for a commercial off-the-shelf platform delivering several thousand downloadable magazines with unlimited simultaneous use, no circulation caps, and no checkout periods. The platform must support full-color content accessible on desktops and mobile devices (iOS, Android, Kindle Fire/HD/HDX), include popular titles such as Us Weekly, Vanity Fair, and Rolling Stone plus special-interest titles including PC World and Minecraft World, offer content in multiple languages, and maintain rolling three-year back-issue archives.
