About this opportunity

The Naval Supply Systems Command is procuring a CTL65 lens generator from Coburn Technologies Inc (CAGE 6FW09) on a sole source basis, with proposals due July 31, 2026. NAVSUP Fleet Logistics Center Norfolk Philadelphia Office is soliciting on behalf of the Naval Medical Leader and Professional Development Center (NMLPDC).

Place of performance is Yorktown, Virginia. The generator will replace an inoperable unit used in curriculum at the Tri-service Optician School (TOPS) for teaching lens surfacing. Coburn is the sole ongoing manufacturer producing optical generators compatible with the standard pin-style wax block used by existing equipment at the facility; the CTL65 shares form, fit, and function compatibility with the incumbent SGX optical generator. Acquiring an alternative would require purchasing three additional surface blockers, two generators, four polishers, and four finers to ensure compatibility with existing equipment. The NAICS code is 339115 (Ophthalmic Goods Manufacturing); PSC is 6540 (Ophthalmic Instruments, Equipment, and Supplies). The contract will be firm-fixed-price for commercial supplies under FAR Part 12 simplified procedures. Delivery is required 30 days after contract award. The justification centers on sole compatibility and system integration; no other companies offer comparable equipment that seamlessly integrates with the current facility equipment.
