About this file
This is a Justification for Sole Source procurement document for supplies under Simplified Procedures (Micro-Purchase to Small Purchase Threshold).
The Naval Medical Leader and Professional Development Command (NML&PDC) in Bethesda, Maryland is procuring a CTL65 lens generator manufactured by Coburn Technologies, Inc. (CAGE Code 6FW09) on a sole source basis under Purchase Request/Document number 1301381767. The CTL65 generator is required to replace a non-functional Lens Generator previously used in the Tri-Service Optician School's curriculum for teaching lens surfacing. The generator measures 48" x 35" x 64" and will fit within the designated installation area where compressed air attachments have been pre-installed. The estimated dollar value is redacted, with a required delivery date of 30 days after contract award.
The justification for sole source procurement centers on compatibility and system integration. Coburn Technologies is the sole ongoing manufacturer producing optical generators compatible with the standard pin-style wax block utilized by existing equipment at the facility. The CTL65 shares form, fit, and function compatibility with the incumbent SGX optical generator and uses the same standard pin-style wax block that is the only block type compatible with other surface equipment. Acquiring an alternative generator would necessitate purchasing three additional surface blockers, two generators, four polishers, and four finers to ensure compatibility with existing equipment. The document certifies that no other companies offer comparable equipment that seamlessly integrates with the current facility equipment, making Coburn Technologies the only capable source for fulfilling this requirement.

Other information to support a sole source action:
Coburn Technologies is the sole manufacturer that continues to produce optical generators compatible with the standard pin-style wax block. Any generator acquired without this block style would necessitate the additional purchase of three surface blockers, two generators, four polishers, and four finers to ensure compatibility with existing surface equipment. No other companies to date sell comparable equipment that seamlessly integrates with the equipment currently in use at facility. For these reasons and those stated above, Coburn Technologies is the only business capable of fulfilling this requirement.
